摘要(中) 本論文主要分成兩部分,第一部份是以台灣本島22個縣市,自民國78年至85年的時間序列資料為主,共176個觀察值,分析所得與教育對民眾污染陳情案件的影響,以作為政府環保資源分配與法規制訂的依據,結果發現當教育程度上升1%時,對污染的陳情件數上升0.61%;而當所得上升1%時,對污染陳情比例增加2.56%。
第二部分是以台灣359個鄉鎮市民國80年橫斷面資料為主,共1975個觀察值,結果發現:
1、當廠商營業收入增加1%時,廠商污染防護投入增加0.34%%;當能源價格增加1%時,廠商污染防護投入增加0.054。
2、在政府管制變數上當環保職工人數增加1%時,廠商污染防護投入增加0.32%;當空氣污染告發率增加1%時,廠商污染防護投入增加0.62%。
