摘要(中) 營建工程之設計工作一般僅以工程實體之完成內容作考量;施工階段之施工風險評估、施工安全管理皆多由施工承攬廠商自行辦理,依據相關災害統計分析可得知職業災害發生之原因有相當比例與工程設計有關,然而現行我國職業安全衛生相關法規多著重於施工階段應由施工承攬廠商辦理之事項,並未對工程設計者應辦事項有所規範。為強化工程設計者之安全衛生責任,推動工程於設計階段實施施工安全之風險評估,依源頭管理概念可知工程於全生命週期前端完成風險評估、進行施工安全風險管理等工作,盡可能降低施工階段之職災發生率,進而提高施工人員之安全績效以及管理者之管理水平,本研究主要在於調查營建工程於設計階段實施施工安全風險評估之現況問題、推動誘因,俾推動在設計階段即辨識施工階段之潛在危害、評估並管控施工風險,以防止工程於施工階段發生職業災害。本研究主要以問卷調查、專家訪談與研析國內外法規等方式,瞭解台灣推動設計考量施工安全的障礙、誘因及改善方式,並提出適合我國業界於工程設計階段實施施工安全風險評估之建議作法。
摘要(英) Generally, the design work of construction engineering only considers the physical entity to be completed. The construction risk assessment and safety management in the construction stage are mainly performed by contractors. According to the statistical analysis of occupational hazards, the causes of the occupational hazards are significantly related to engineering design. However, the existing health and safety (H&S)-related regulations in Taiwan mostly focus on the affairs handled by construction contractors during the construction stage and fail to set the norms for the affairs which should be performed by designers. In order to enhance H&S responsibility of designers and promote the implementation of construction safety risk assessment during the design stage, the construction safety risk assessment and risk management should be performed in the earlier stage of the life cycle of a construction project, according to the concept of source management, so as to reduce the occurrence rate of occupational hazards as much as possible in the construction stage and to further increase the safety performance of construction personnel and manager’s management level. This research aims at investigating the current status and incentives of construction engineering implementing construction safety risk assessment in the design stage to promote the identification of potential hazards and evaluation and control of construction risks in the design stages and thus, prevent the occupational hazards in the construction stage. This research adopts questionnaire survey, expert interviewing and study and analysis of domestic and foreign laws and regulations to understand the obstacles, incentives and improvement means of promoting design for construction safety. Additionally, this research puts forward the practical suggestions and means for implementing consturciton safety risk assessment in the design stage for the construction and architecture industries in Taiwan.
