    Abstract: 良好的運務員作業排程規劃可幫助國際快遞物流業者確保資源充分應用與維持快遞服務品質。然而,在實際作業中新的變動服務需求經常發生,使得業者需調整運務員作業排程,以處理新的變動服務需求。目前實務上運務員作業排程係由國際快遞物流業者成立之指揮中心依人工經驗進行指派,此作法不具系統性分析並依賴相關作業人員的主觀判斷,可能導致不佳的規劃決策。有鑑於此,本研究將運務員作業排程規劃分成規劃與即時兩個階段,規劃階段構建一規劃性運務員作業排程模式;即時階段考量運務員作業排程擾動,以動態規劃方式配合所發展之即時性運務員作業排程模式,幫助國際快遞物流業者有效地處理運務員作業排程問題,進而提昇整體績效。 本研究利用時空網路流動技巧分別構建規劃性與即時性運務員作業排程模式,並以C++電腦語言撰寫演算法配合CPLEX數學規劃軟體進行求解。最後,本模式以國際一大型快遞物流業者的營運資料為例,進行實例測試與分析,結果甚佳,顯示本研究所構建之模式與求解方法可提供國際快遞業者作為參考。 A good courier schedule can help international express carriers to effectively allocate resource and maintain service quality. However, the new variable demands often occur in actual operations, making the carrier needs to adjust courier schedules to meet the new variable demands in real time. Currently, courier schedules are planned by the decision center staffs with experience. The method depends on the staffs’ subjective judgments without a systematic optimization analysis which will result in an inferior feasible solution. Therefore, in this research, we study the courier scheduling plan in planning and real-time stages. In the planning stage, we develop a courier scheduling models to solve a planned courier schedule. In the real-time stage, considering the real-time disturbances of the planned courier schedule, we develop a dynamic framework incorporating a courier schedule adjustment model to adjust the courier schedule. It is expected to help carriers effectively handle courier scheduling problems and enhance operating efficiency. In this research, we use time-space network techniques to formulate the models. To efficiently solve the models, an algorithm is developed with the assistance of mathematical programming solver, CPLEX. We perform a case study based on the operating data from a major international express carrier. The preliminary results are good, showing that the models could be useful for international express carriers.
