    摘要: 營造業管理規則與營造業法比較而言,營造業設立標準過低致業者過多、良莠不齊的現象,一直是營造業者及外界批評的對象,唯透過健全及客觀的營造業評鑑分級制度,並經公開、公正、公平之標準化流程進行廠商進行評鑑作業,建立營造業評鑑標準作業手冊。此外,本文依現行營造業經營狀況及相關法規,匯整專家學者之意見進行評鑑指標之驗證探討;其中以績效評估作為理論基礎,將平衡計分卡導入評鑑指標,經專家訪談,探討評鑑之項目及細項各具信號、導引、預測功能,再以問卷方法及層級分析法作為訂定各項目及細項之權重,最後建立本評鑑指標權重。 經過廠商之試評後,驗證加權評鑑指標的可靠性及可行性,結果顯示,各指標及項目表現之重要性有差異,故不能以同一標準權重來評定各評鑑項目。 本文亦以全球資訊網(WWW)為基礎,輔以PHP語言及資料庫MySQL,建構出廠商評鑑資訊管理系統,藉由關連式資料庫系統對評鑑相關之基本廠商資料、作業流程、評鑑資料及結果、繳費狀況能依權限做全面管理與維護,並以互動式界面提供申請者、管理者及相關單位良性交流及宣導之平台,藉以提昇營造業經營體質。 Low entry thresholds in construction laws result in overabundance of different levels of companies, which have been criticized by construction and non-construction companies. Only through a complete and objective assessment mechanism can the companies begin assessment and establish a guide of standard operating procedure based on the principles of fairness, justice, and transparcency. Besides, this study demonstrates the assessment indicators according to the current management conditions and relative regulations as well as the opinions from scholars and experts. Taking the performance evaluation as a theoretical basis, Balanced Scorecard is used for evaluation indicator. Moreover, along with the interviews with experts the assessment mechanism outlines the functions of signaling, directing and predicting. Eventually, the questionnaires and analytic hierarchy process (AHP) are adopted to determine the assessment criteria and weights. After assessment mechanism is applied to several companies, the reliability and practicability can be verified. The results show that there is a difference between each indicator and the importance of performance assessment criteria, so the same standard weight can not be applied to each assessment criteria. Information management system on assessment of construction companies is established on the basis of World Wide Web (WWW) with PHP language and MySQL database. This all-in-one system requires overall management and maintenance under authority for assessment items, such as company information, operating procedure, assessment data and results, payment condition. In addition, by the interactive interface, it also provides a beneficial platform of communication and promotion for applicants, managers and related units to enhance management effectiveness.
