    Title: 缺水指標與缺水風險之相關性

    Abstract: 近年來隨著經濟不斷發展,工商業迅速成長,人民生活水準提升,人口逐漸大量向都會區集中。以往水資源規劃多考量大區域用水需求而開發各水系之水源,而此可能發生大區域總水源量足夠,但部分供水區水源不足或無法進行區間支援或緊急調配之情況。當面臨氣候異常或特殊乾旱水文條件下,往往無法有餘裕水量以為因應。 本研究藉由缺水指標(Shortage Index)來計算出桃園地區的缺水情形,根據不同需水條件下求出不同的SI值,再得到每年缺水的風險, 藉以探討缺水指標與缺水風險之間的關係。依據區域內水資源設施供需情勢適計算出未來目標年區域的需水量,再用目標年水量以及SI值推估的最枯旱年供水量推算出桃園地區的備用水量,最後根據修正過後的新水源開發或調配計畫以提供穩定之備用水量來源。 研究結果顯示當SI≒0時,僅能每日供給68.636萬立方公尺的水量,此值為最枯旱年供水量,因此目標年民國100、105、110、115、120年所需之備用水量分別為每日35.3、42.3、47.1、50.0、52.5萬立方公尺,顯示以桃園地區現階段(民國95年)供水基準下,若農業灌溉用水全面停灌,仍無法滿足目標年基本用水所需。最後根據修正過後的水資源開發與管理策略可以提供更多的備用水量來源。 This research investigated the correlation between Shortage Index (SI) and Drought Risk. SI addresses the water shortage situation in Taoyuan area, based on recorded flow data for a specific target year. Given different water requirements, the associated SI value and drought risk can be estimated. According to the capability of water supply facilities, the firm yield in the driest year in record can be estimated, then the spare requirement in such a year can be calculated. Therefore, the information is helpful in planning and adjustment in water allocation and development plan in the region.
