Abstract:	本研究係以學校主辦單位辦理最有利標評選廠商時之立場與角度，經由文獻彙整、案例探討及相關經驗等方法，探討學校建築工程設計完成後公開招標採最有利標決標之作業流程及應辦與注意事項，歸納出在整個作業流程中的問題與改善建議，降低主辦單位對採最有利標之疑慮，亦協助政府推動最有利標決標之政策。首先，蒐集「國立台灣科技大學國際大樓」、「台北科技大學科技大樓」、「國立陽明大學圖書資訊暨研究發展大樓」及「國立暨大附屬高中教學大樓」等四個工程實例，由其工程背景、採行最有利標之研議、工程異質性及其決標程序之研議，進行探討分析。本研究參考相關文獻、工程主辦機關訪談及工作經驗，整理最有利標評選優勝廠商作業現況問題，將招商作業辦理過程分為「工程評估」、「招標準備」及「評選決標」三個階段。其次，依據法令規範、文獻、案例及工程經驗，將上述三個階段之作業內容加以整合、釐清及明確定義其流程之問題，並研訂出學校建築工程設計完成後公開招標採行最有利標決標之建議流程，提供往後各學校主辦單位之參考。最後，針對採行最有利標決標較常遇見之問題：「異質工程」、「主辦單位招標策略」、「工作小組之工作與成立時機」、「評選委員會人數及外聘委員人數與比例」、「取最有利標精神採最低標決標之模式」及「如何提升廠商投標意願」等提出說明及建議。 Abstract This research was to discuss and elect a factory owner to use to the most advantage bid from school sponsor department of standpoint and point of view, by way of to categorize documents and probe into case and search to be related to experience etc method, probe into the operations procedures and ought to deal wit and attention to affairs for the public bidding by the most advantage bid to decide bid by school structure engineering for after design accomplish, generalize a question and improve to propose by the operations procedures, reduce qualms for the most advantage bid by sponsor department, also assist impetus to policy for the most advantage bid to decide bid by the government. First, search four engineering instance by the “National Taiwan University Technology the International Building” and the “National Taipei University Technology the Science and Technology Building” and the “National Yang Min University the Information Library and Research Develop Building” and the “National Chi Nan University Pertain Senior High School the Instruction Building”, by the engineering background and the reason of the most advantage bid and the engineering heterogeneity and the reason of decide bid procedure, proceed to proceed into and analysis. This research is referral related documents and interview engineering experience for sponsor department, marshal to current question of operations of elect a factory owner to use to the most advantage bid, then to classify “Engineering Estimate” and “Preparation Invite Public Bidding” and “Discuss and Elect to Decide Bid” three phases by the discuss and elect a factory owner operations process. Secondly, accordance with laws and decrees, documents, case and engineering experience, then marshal, reform and definition the question of process by the above-mentioned three phases, and set up the propose process of the public bidding by the most advantage bid to decide bid by school structure engineering for after design accomplish, to provide referral to each school sponsor department in the future. Final, bring up propose and explain to aimed at more to meet question for the most advantage bid to decide bid：” Heterogeneity Engineering” and “The Strategy to Invite Public Bidding of the Sponsor Department” and “ Working Group Come Into Existence Time and Work” and “ Person of Discuss and Elect Committee and Person and Ratio of External Commissioner” and “The Model of Take the Most Advantage Bid Spirit by The Lowest Bid to Decide Bid” and “How do to heave bid desire for factory owner”.
