摘要: | 台灣地區因地屬海島其天然資源一向是相當的貧乏,砂石資源為營建工程所必須使用之基礎原料,在各項工程建設的需求增加下而長期大量的開採使用,目前除了東部的河川外,西部各主要供應砂石材料的河川幾已成枯竭的狀況,所以,砂石資源的有效管制運用已成為當前首要之務。 道路鋪面工程所使用之瀝青混凝土,其刨除後所產生之刨除料組成成份依舊為砂、石及瀝青膠泥,刨除料可以經熱拌再生技術回收加以利用,而生產出熱拌再生瀝青混凝土再鋪築於道路上,如此一來,可達到砂石資源減量使用的目的。 然而在相關技術層面雖已充分的證明,瀝青混凝土刨除料熱拌再生利用是可行的,但礙於相關政策法規及品質查證機制的建立不夠完善的影響下,減低了相關單位採用熱拌再生瀝青混凝土的信心,所以並未全面落實熱拌再生瀝青混凝土的使用。 基於此,為建立相關工程主辦單位的使用信心,本研究將從兩方面著手,試著藉由發包策略的擬定及品質查證機制之建立,有效的推展熱拌再生瀝青混凝土的使用,使得日漸缺乏的砂石資源可以得到充分的再利用,以減少砂石資源不足的壓力,及達到營建副產品減量的目的。 Due to the insularity of Taiwan region, she is always in lack of natural resources. Sand and stone are the basic materials for constructions have been mined over a long period of time and for considerable quantities. For the time being, except for the eastern riverbanks, almost all riverbanks in the western region that supplies sand and stone materials have exhausted. Therefore, effective control and use of sand and stone resources have become the primary task of construction management. As regards the asphalt concrete used for pavement constructions, the components of its plane leftovers still remain sand, stone, and asphalt cements. The plane leftovers of asphalt concrete can be recycled with the use of hot-mixed regeneration technology, and the technology produces hot-mixed regenerated asphalt concrete, which can be used as road pavements, so we can achieve the purpose of reducing the usage of sand and stone resources. Due to relative government policies and legislations, and the defectiveness of the establishment of the model for quality verification, it discouraged the faith relative organizations to the usage of hot-mixed regenerated asphalt concrete, although the hot-mixed regeneration of asphalt concrete plane leftovers has been fully proven in the relative technologies. Therefore, the usage of hot-mixed regenerated asphalt concrete have not yet been put into effect. As to establish the confidence of relative construction sponsoring organizations, this research will begin with two aspects. First with the planning of contract making strategies, then with the establishment of the model for quality verification, we may effectively popularize the usage of hot-mixed regenerated asphalt concrete. After that, the sand and stone resources that are gradually decreasing can be fully reused to decrease the pressure of the lack of sand and stone resources, and achieve the purpose of reduction of construction by-products. |
