    摘要: 公共工程為國家建設之重要環結與國計民生息息相關,對國家建設、經濟發展、民生福祉均有深遠的影響,但政府推動公共工程建設時,由於無實際施工單位大多數均委由民間承攬施作。目前政府採購法決標方式為最低價標、最有利標兩種決標方式。最低價標係採單一價格取向之決標方式,不能反映出廠商不同優良程度以甄選優良廠商負責施工。而最有利標決標方式由於缺乏具體規範,評審項目不週全、評估基準不明確,若評審小組成員不客觀不公正不僅無法甄選出優良殷實廠商,亦容易造成弊端,亟需研擬一套減少人為主觀因素介入的決標方式以為解決之道。 本研究擬在現行政府公共工程採購法體制下,不以價格為決標依據,將工程承攬施工費固定,構建以考慮廠商過去的施工品質、承攬工程能力及其總負荷量,作為廠商承攬工程的基礎資料並予數量化。再利用最佳化理論作整體效能最佳化分析,以求得將招標工程指派給目前狀況最佳的廠商承攬施工。希望透過此種不以價格決標之招標方式,導正廠商能夠主動注重施工品質爭取優良績效,讓優良廠商在決標時享有優勢而增加得標機會,以促使廠商朝擴充設備、提昇本身施工效能、爭取效能利潤之良性方向競爭,並落實政府獎勵優良廠商制度。讓招標制度能夠真正甄選到最適當的承包廠商,協助政府去完成工程建設,為本次研究之目的。其研究範圍以政府公共工程中一般中小型工程為主。 由本研究模式測試結果比較,模式決標之最大機率得標廠商其每月施工效能都較實際得標廠商為佳,廠商整體施工效能值亦較實際得標廠商高。其決標機會較均勻不會造成有工作做的廠商多到發生轉包的弊端。而得標到工程的廠商其本身設備、施工效能亦有相當的水準。應用最佳化理論建立工程決標之模式為可行,所得成果亦足供實務界使用。 Infrastructure is an important segment of national construction. It has vital relation to the national welfare and the people's livelihood. And it has significant influence on country construction, economic development, and people welfare. When propelling public work, our government commissions these to the private contractors instead, because of having no practical construction bureaus. Nowadays, the method in Government Procurement Law is divided into two methods-the bidder who offters the lowest price and the bidder who offters the most advantageous plan. Good suppliers can not be choosen to response to public works by the method of taking cost as the only consideration. However, because of lacking concrete codes, unaccomplished evalutation items and unclear evaluation criteria, good and honest suppliers cannot be choosen by the method of the most advantageous tender but lead to faults easily when the members of evaluative group are not subjective. The solution is to develop an efficient method to contract award, which can reduce human subjective errors. Under Government Procurement Law, this research tries to discuss a better bidding method which not base on price for award of contracts and fixing construction fee. It considers past work qualities, work ability and all suppliers that can bear to fit basic information, which can be measured, for suppliers tendering public work. Then, using the Linear Optimization Problem method to optimally analyze total efficiency. That can assign public work, which is under invitation to tender, to the best suppliers. Through this award of contracts, which is not based on price, we wish that can lead the suppliers to emphasize work quality and get best efficiency. Good suppliers have advantages in award of contracts and have favorable opportunities on tendering. Thus, it can push the suppliers to upgrade equipment, improve work efficiency and make more profit. The system, by which the government promotes good suppliers, can be implemented. The purpose of this research is making the invitation to tender which can choose the fittest suppliers. Therefore, it can help our government to complete public work including three important work management goals-budget, duration and quality. And the scope of this research focues on general medium and small sized infrastructure.
