    Abstract: 摘要 大都會區為加速改善市民生活環境衛生,持續有計畫的大規模建造污水下水道管線,形成龐大的都市靜脈輸送系統;如臺北市污水下水道已建設二十多年,隨著接管普及率的增加累積,管網系統設施舖設數量快速成長,管線資料的收集、保存、回饋顯得更的重要,因此如何藉助科技將傳統資料電子資訊化,不但便於管理節省彙整時間,亦可提高資料使用頻率。如此龐大的污水下水道管網系統,要如何適當且有效地維護管理,需依賴從創建資料(規劃、設計、施工)轉化成資料庫資料及運用路面設施巡視、管線內部檢視等主動手段,再從被動的管線阻塞清疏服務、管線配合拆遷及維護工程等作業中取得現況資料,在年度預算編列計畫中,綜合歸納資料庫及主、被動現況資料,漸次納入定期清理、檢視等維護工程中予以處理,並從對管網系統的評估,進展到計畫性的管網更新工程是污水下水道管線系統維護管理重要的任務與工作。 為強化管線系統、場站設施發生災害時,能確實有效掌握災害狀況及緊急應變措施妥為處理,並迅速恢復正常運作,故訂定災害緊急應變計劃,確保公共安全及維護人車交通平安,將事故影響減至最低程度為主要目標。 Abstract In order to accelerate the improvement of citizen living environment hygiene, metropolitan area has been building dirty water sewer tubes successively in phases, which forms gigantic urban vein convey system. For example, the dirty water sewer of Taipei City has been established for more than 20 years, following the accumulation of increased connection tubes popularity, the number of tube network system layout has increased fast, thus the collection, storage and feedback of tubes data is more and more important. How to computerize these traditional data through science and technology, can help to save arrangement time and improve information usage rate. For such gigantic dirty water sewer system, how to maintain and manage properly and effectively, depend on establishing data (planning, designing, and construction) and transferring into database data and implementing road facility inspection tour, inner inspection of tubes etc. active means, and then receive information about status quo from passive tubes block clearance service, tube cooperating with movement and maintenance works etc., and in the annual budget planning, generalize database and information about active and passive status quo, to gradually include into regular clearance, inspection etc. maintenance works to handle. Furthermore, it is an important tasks and work in the maintenance management of dirty water sewer tube system from the evaluation on the tubes network system, to planning renewal work. In order to strengthen tube system, so that when there is any disaster on the spot, the disastrous status can be mastered accurately and effectively, the emergency response measures can be taken appropriately, and resume normal operation immediately. Thus, it can guarantee public safety and maintain traffic security by drafting disaster emergency response plan, mainly aiming at reducing the influence to its minimum.
