    Abstract: 對營建業的生產部門而言,不論是上游的營造廠亦或下游的分包商、專業承包商等,在業務上都必須面對營建資源自辦及外包的決策問題,因為它們是影響營造業生產過程投入成本之主要因素之一。而目前國內營造業多以經驗模式或以簡單的傳統方式來評估與決策相關問題,這樣的評估方式往往無法完整考慮到模組內各項影響自辦外包之成本因子,以致很難獲得欲評估模式內資源的真實成本架構。本研究針對這個問題,利用數學規劃與電腦軟體來建構合適國內營造業的模式架構,以幫助實務面決策者解決營建業資源自辦外包決策問題。 本研究範圍限定在機具及人力資源成本考量之決策模式建構,並依實務面資源特性及模組內資源種類多寡等因素;分為三種類型來建構求解模式,且在各類型模式內分別考量各項影響自辦外包之成本因子;以充分反應實務面各類型問題的決策特性與內涵。 本研究各模式均定式為整數規劃問題,在求解方法上為先行撰寫各模式之執行輸入檔,再行以數學規劃並配合應用LINGO套裝軟體進行求解。最後本研究再透過實例測試及敏感度分析的過程與結果,來印證本研究各模式在實務面運用之合適性、規模決策與模式決策之差異性以及本研究與傳統分析在求解方法、效率、規格之優劣比較。 For the production unit of a construction industry, the strategic decisions to choose between using own resources or subcontracting on production is often a necessity, no matter for upstream major contractors, downstream subcontractors and expert subcontractors. Because, these decisions are one of the major factors for production cost. It’s often a practice that most local constructors rely on the previous experiences or simple traditional ways for the evaluation and conclusion of such decisions, which, caused the incompleteness on the evaluation for these cost factors and usually result in the misjudgement, of the actual cost structures. This research has being focused on and provided another implement and pattern of logic thinking for such decision making to local constructors, through the method of mathematical programs and computing software. It has being categorized into three type model, for building the solution pattern in this research and the scope of it has being confined in simple cost analysis on equipment and human resource in each respective category of cost factors, in order to reflect types of problems and factors affecting decision making in practice. All patterns in this research has being set to integer programs。 Steps of obtaining the solutions are to figure the executive input file first, and then rule with mathematical programs together with LINGO software. Finally, comparison between this method and traditional method and adaptability in practice will be obtained through the tests on actual examples and sensibility analysis.
