摘 要 道路鋪面維護管理工作之目的,在維持道路服務品質以滿足用路人之需求,惟於養護經費有限之情況下,要如何善用於亟需養護之道路,為路面管理系統重要的一環。基於目前國內尚未訂定全國一致性評估準則,以作為分配市區道路經費之專業及客觀性參考依據,故本研究擬建構實用之市區道路維護管理模式,期能供全國市區道路管理維護機關參考。 本研究除參考國內外相關文獻外,並結合臺北市市區管理維護之經驗,從道路鋪面之生命週期,由道路編碼、損壞調查、統計分析、養護門檻值訂定、排序、養護策略及維修工法選定、至編列年度養護預算等,建構出道路維護管理模式。並提出加強教育訓練、增進鋪面調查技術、維護經費寬列、有效管理道路挖掘、使用再生瀝青等措施,可提昇維護管理效益,延長道路壽命。 國內的道路鋪面綜合評估指標尚未統一訂定,本研究建議以IRI指標為主結合PCI指標、SI指標評估之簡易方式,仍待日後更多詳實之調查資料加以驗證。故建請各縣市道路養護單位,能以工作實務經驗結合理論,訂定出更適切本身之評估方式和市區道路鋪面IRI指標、PCI指標之門檻值,以增進國內市區道路鋪面維護管理工作之成效。 Abstract The purpose of the maintenance and administration of pavement is held the service quality of road to satisfy the demand of road users. The important item of pavement management system is the activities of maintenance how correctly be used at the urgently needed road under the limited fund of maintenance. So far, the regulations of assessment are not yet established over the nation-wide in accordance with the allocation base of maintenance budget expert and objective reference. This study is wanted to compose the functional model of maintenance and administration of urban road and hope to contribute the reference for the nation-wide authority of urban road. The context of this study is included the literature review of the domestic and oversea and to be combined the experience of the Taipei Municipal City. The program of road maintenance and administration is established and included the life cycle of the pavement, the delineation of road, the survey of distress, data processing, the subscription of the maintenance threshold, sorting, strategy and method, the allocation of the annual budget. The practices of business is suggested to strengthen the discipline, to enhance the survey technology of pavement, to manage effectively the excavation of road, to use the recycle asphalt which is raised the benefit of maintenance and administration, and prolonging road life. Comprehensive evaluation index of pavement is not yet to unify implementation and propose the simple method which the major index is the IRI and link the PCIand SI. Hence, the maintenance agencies of county can really engage in experience combination theory with work, build more suitable evaluation and threshold value of the IRI index and PCI index, enhance the maintenance effect of the urban road.
