    Title: 山區公路邊坡及擋土結構物災害搶修管理之研究

    Abstract: 本島係屬亞熱帶海島型氣候,每年均有梅雨、颱風季節,且豪雨較多,並位處亞太版塊之間,地震也時有聞,故借由公路邊坡災害搶修管理,將公路災害降至最輕。 養護行為劃分平時定期養護、搶修養護,因經濟時代轉變為提昇交通服務品質,養路單位為經常保持養護轄區內用路人安全,及兼顧公路暢通之需,訂定組織職掌、發包策略、災害搶修及交通維持等計畫及作業程序為範疇,明確說明權責及處治方式,藉以提高行政效率而達服務便民之目的。 養護工作有賴持續而有系統的推動,對設施之安全性及各種邊坡發生問題的機理、穩定及生態等問題,應以水保的工程配合生態的考量,加強改善轄區之公路,進而維護公路永續的機能,因此整修之工法及施工週期至關重要;養護工作除例行性的工作外,亦各有其重點,後續年度的養護成本及計畫之編制,應視過去養護之經驗予以檢討或引用,藉以提昇道路服務品質之養護目標。 山區公路邊坡災害係由自然環境、人為等因素所造成,其災害類型、治理方法與安全觀測等資料,在資源分享的議題條件下,對於相同屬性者,成了日後管理極為重要之資訊,故山區公路邊坡及擋土結構物災害搶修系統資訊化乃成為必然及時代的趨勢。 The climate of the island is generally subtropical. There is a rainy season in early summer when plums are ripening every year. The island is also periodically battered by typhoons. The rainfall is heavy during these seasons. The earthquakes happen sometimes because the island locates between Asian Plate and Pacific Plate. Therefore, through the fix in time management of hillsides of highways, we can diminish the damages of roads to the minimum. The maintenance behaviors contain periodic maintenance and maintenance of fix in time. Because of the changes of economic era, these maintenances have turned into the improvement of the quality of traffic service. The maintenance unit usually has to keep not only the securities of pedestrians but also the freely passing of highways. To achieve above missions, we set up the following plans and procedures: organization charts, the strategy for construction issuing, damage fix in time and traffic maintenance, etc. These plans and procedures account for responsibilities and handling methods to improve the efficiency of administration and convenience of services. Maintenance work depends on continuous and systematic proceeding. The security of facilities, all kinds of hillside problems, stability, and ecosystem problems should be addressed by the soil conservation construction. Meanwhile, this construction method should also consider ecosystem conservation. Thus, the construction methods and construction periods are very important. Except for routine maintenance, there are other maintenance points. In the succeeding years, the maintenance costs and plans setting should depend on historic experiences and these experiences can be evaluated or cited to improve the service quality and maintenance objectives. The hillside damages of mountain highways are caused by natural environment and human behaviors, etc. The information for different kinds of damages, maintenance methods, and safe observation is very important sources for post management under information sharing. Therefore, the fix in time information for hillsides of mountain highways and retaining constructions is necessary and will be the trend.
