    Abstract: 摘 要 價值工程(Value Engineering ,VE)管理技術源自於美國,發展迄今已逾五十餘年歷史,其目的旨在以一種系統化的管理方法,在符合計畫機能的原則下,發現且去除不必要的成本,進而尋求合宜的替代方案。近年來,由於國內經濟環境的演變,可分配於交通建設資源日益減縮,因此交通部門除了力求開源外,如何節流亦是重大課題。而價值工程在「節流」上因有獨到之處,故再次受到交通部門的青睞。 有鑒於國內在「政府採購法」頒行後,對於推動價值工程有極大變革,且此次交通部門實施價值工程之成功與否,攸關著該項技術在國內未來的應用與發展;又鑒於政府部門將推出新十大建設計畫,其中屬於交通建設經費即高達二、四九九億元,並佔總經費百分之五十,為有效推動該管理技術並應用於未來建設計畫,以撙節建設經費,於焉進行本研究。 本研究首先以文獻回溯方式對價值工程之應用與發展進行暸解,進而對於國內實施價值工程法制環境之變革與影響作一探討,再以台北市政府捷運工程局及交通部暨所屬機關之推動方式進行案例研究,並蒐集相關專家學者等對該二機構作法之意見,分別從法制面、技術面、執行面及人才培育等四個層面進行探討,綜整出目前實施價值工程所遭遇之核心問題(十九項),進而針對該問題提出因應對策(十九項)及具體方案(二十五項),最後則提出本研究之結論及建議。本研究結論可提供交通部門後續辦理推動價值工程之參考。 Abstract The management technology of Value Engineering (VE) originated from the United States fifty years ago, and kept developing to the present. The purpose of VE is to apply a systematic management to cut unnecessary cost under the principle of planning function, and then seek for suitable alternative plans. In recent years, due to change of domestic economic environment that resulted in shrinkage and cutting-down of the resources of transportation, the Ministry of Transportation thus has to broaden income sources and reduce expenditures, which is a significant issue. In view of the “Government Procurement Act” issued by the Government, it may bring a tremendous change in Value Engineering. In addition, whether the application of Value Engineering done by the Ministry of Transportation will succeed or not is closely related to the future application and development of such technology. Furthermore, in view of newly-planned ten top developing projects, among which up to 249,900 million NT dollars in the transportation developments budget, accounting for 50% of total budget. The purpose of this research is to help make a good use of the construction budget and effectively move forward management technology. This research first starts with flashing back of the documents relating to the application and development of Value Engineering to make some understanding, next goes on exploring changes and influences of Value Engineering applied in the country, and then proceeds to the case study on the project of Taipei City government’s Rapid Transit Bureau and the affiliated departments of the Ministry of Transportation & Communications. At the same time, it collects expert's and scholar’s suggestions for the handling methods of the above two organizations, respectively exploring the four aspects of laws, technology, execution and talent cultivation. It further sums up 19 items of core problems, which may encounter on the process of carrying out Value Engineering, and 25 items of concrete proposals. In the end, this research brings up conclusion and suggestions, which may be used by the transportation department as reference to follow up value engineering plans.
