    Title: 開發區域內土方工程最佳調派決策模式之研究

    Abstract: 近年來,由於都會區開發的飽和,人們為取得經濟居住場所與活動空間,土地之開發方向已朝向大型化與山坡地方向規劃,然由於社會環保意識的高漲,致使國內合法棄土場相對非常有限,政府主管單位為根本解決營建剩餘土石方問題,即要求開發業者應以『土方平衡』為區域開發規劃的基本原則,開發區域內之土石方調派運輸規劃問題,則成營建管理者的重要管理課題之一。 由統計數字顯示,土方工程的施工成本往往可達總開發案的三成,而土石方工程成敗的重要因素在於調派規劃,若能妥適解決調派問題,對業主而言,當可省下一筆可觀的開發費,另對營造業者則可有效提升爭競力與經營績效,如何研訂一套開發區域內最佳調派模式,即為本研究的目的。 土石方工程的調配工作,在傳統上皆由資深的工程師依經驗法則或圖解法做調派,如此規劃模式往往因缺乏整體考量,而導致顧此失彼浪費資源。本研究為解決此缺失,即嘗試利用最佳化理論建立最佳土方調派模式,以供土方工程調派規劃之參考。 在求解方法上,本研究以整數線性數學模式為基本架構,首先依工程施工計畫劃分基本土石方調度區塊,再依施工條件建構目標式與限制式,利用EXCEL套裝軟體編輯LINGO程式碼,藉由LINGO 套裝軟體求解最佳調派模式,並經實例測試,結果顯示成效良好。另本模式於實際運用上,得依現場實際施工條件調整限制式或參數,以求解最適切調派排程,對於工程界而言,相當值得引用與推廣。 In recent years, because of the saturation of the metropolis development, people intend to obtain less expensive living place and activity space; therefore, the developing direction of land has already marched toward large-scale projects with slope land. On the other hand, due to the consciousness and upsurge of the social environmental protection, causing the shortage of legal earthwork disposal field, the government institution thus demands the developing contractors should follow the basic principle of “Earthwork Equilibrium” to make programs for district development. Earthwork allocation and transportation in the developing district has now become one of important management issues for construction contractors. According to statistics, the construction cost of the earthwork engineering can usually account for 30%,of the total development project . The important factor whether success or failure lies in the allocation programming. If allocation problem can be solved, then a considerable sum of development cost will be cut down for contractors. In addition, construction constructors may therefore increase their competitiveness and business management. How to set up the best allocation mode in the developing district is the purpose of this research. Traditionally, The earthwork allocation is carried out by senior engineers according to their own experiences or illustration methods. However, by such programming mode, it may often lack of integral considerations, which result in the waste of resources and loss of directions. To solve such problems, the research is trying to use the theory of optimization to build up a best earthwork allocation mode for the use of earthwork allocation programming as reference. For the solution methods, the research applies the mathematic mode of integral linear programming as its basic structure. Firstly basic earthwork allocation zones are classified according to the engineering project plans, and then target formula and limit formula are built up according to application terms and conditions. EXCELL package software is applied to edit LINGO program code, and then using LINGO package software to seek the best allocation mode, which passed case tests and proved to be successful in performance. In addition, in application of actual case, limit formulas or parameters of this mode should be adjusted according to the actual application at site to seek the most appropriate allocation scheduling. It is worthy using in application and promotion for the engineering sector.
