於眾人的期待中，肩負提昇我國軟體產業研發環境重責大任，也是我國第一座由經濟部主導開發的『智慧型軟體工業園區』－「南港軟體工業園區」，於92年10月24日正式舉行二期進駐典禮。目前我國社會、經濟之發展，正處於經濟全球化的時刻，面對經濟體系變動，改善經濟現況、整合產業科技及工業區充分運用的『智慧型軟體工業園區』之議題是值得探討研究。 產業群聚的確有助於產業的發展，產業群聚內的廠商會獲得較佳的溝通機制，知識的流通也會較佳，制度化的規範也會更明顯，同時群聚效應高的廠商在組織績效的表現上亦較佳，以上這些都有益於使該產業獲得較佳的競爭優勢。 本研究建議政府或相關的學術機構應協助或鼓勵產業群聚的現象，對其他的未來明星產業，也應給予適當的規劃與鼓勵，促使產業群聚現象的發生，如此將使該產業的發展更為快速，也較容易成功。 本研究期望藉首座提昇軟體產業研發環境之軟體園區的開發、興建與營運管理經驗以及透過對世界相似園區之比較，來探討未來『智慧型軟體工業園區』之開發、興建與營運管理的相關課題。 In order to supervise and promote the prospect area of an software technical development plan the 2nd setting ceremony of the first 『Intelligent Software Park』-「Nankang Software Park」which was directed by Ministry of Economic Affair was hold on Oct.24, 2003.The living standards of the people nowadays and the economical development is gradually facing globalization. However, the change of present economical construction and to improve the economical situation. The topic of Combined technical business and to effect the『Intelligent Software Park』of Industrial area more are necessary for seminar. The industry cluster does indeed help the industry development. The vendors get better communication mechanism, it creates better knowledge transmission and easier to set up a systematic procedure. All of those help the industry to acquire a competitive advantage. My research suggests government and related learning organizations should help and encourage the industry grouping. For other new and developing industries, we should give them the properiate plan and encouragement. This will allow the industry to develop more rapidly and become more sucessful. This study and research period based on the development of the first Software Park is creating an excellent investment environment, stimulate the growth and creativity of the products, and elevate the R&D and quality control of software. To build and experience the administrative control comparing with some similar industrial area through world-wide countries for studying the future development of 『Intelligent Software Park』 together with the relevant training courses for building and execution.
