    Abstract: 以生態、節能、減廢、健康為目標的「綠建築政策」對國家永續發展十分重要,其效益是遠大的,策略也符合當前的需要,然而綠建築政策的推動自89年9月至今已逾三年,取得綠建築標章及候選證書共249件,但其中由民間推動則僅20件,雖然公有建築方面執行成果輝煌,但私有建築方面卻成效不彰,顯見民間參與的程度仍不夠積極。有鑑於此,為加強民間積極參與的意願,共創居住環境的永續發展,本研究計畫,希望以綠建築之日常節能、污水及垃圾改善、綠化量及水資源等四項評估指標時為基準,配合五個都市集合住宅案例,收集相關物價資料、施工成本、設計技術等進行樣本解析,並分析其推動綠建築時其興建成本與非綠建築之興建成本之差異性以達成本研究之目的。 本研究成果首先計算分析目前綠建築指標基準值上是否偏低或偏高,並且歸納、分類以作為後續研究之基本資料,其次獲致的具體成果如下: 一、符合綠建築指標基準值時之成本分析;研究結果可提供給政府部門、設計者及開發商一個基礎參考資料,以利國內綠建築之推廣。 二、綠建築政策執行機制的研擬;依據我國綠建築評估指標為基礎,提供具體成本分析數值說明,以供政府部門修正政策或加強宣導之依據。 三、提供設計者及開發商於推動綠建築時,其降低成本及增加競爭力之策略應用。 Take the ecology, the energy conservation, reduces, the health waste "the green building policy" continues forever the development as the goal to the country to be extremely important, its benefit is broad, the strategy also conforms to the current need,However green building the policy the impetus from 89 years in September until now already the exceed three years, obtains the green building mark and candidate certificate altogether 249, but by folk impetus then only 20, although the public building aspect carries out the achievement magnificently, but the private building aspect result, the obvious folk participation degree still was not actually positive for strengthens the folk positive participation the wish, altogether creates the environment to continue forever the development, this research plan, hoped by green building daily energy conservation, sewage and trash improvement, afforested quantity and water resources and so on when four appraisals targets is the datum, coordinates five metropolises sets housing case, the collection correlation price material, the construction cost, the design technology and so on to carry on the sample analysis, and analyzes it impels when the green building it to construct the cost with the non- green building to construct difference of the cost to reach goal of the cost research This research results first calculates the analysis at present in the green construction target datum value whether somewhat low or is high, and induces, the classification by took following research basic document, next obtains concrete achievement as follows: First, conforms to time the green building target datum value the cost analysis; The findings may provide to the government department, the designer and a developer foundation reference, promotion in order to help domestic green construction. Second, the green building policy carries out the mechanism to grind draws up; Based on our country green construction appraisal target is the foundation, provides the concrete cost analysis value to explain, supplies the government department to revise the policy or to strengthen basis of the guidance. Third, provides the designer and the developer to when impels the green building it reduces the cost and strategy of application the increase competitive ability.
