    Title: 地方政府委託專案管理廠商工程人員工作壓力與工作滿意度之調查研究;A Study on Work Pressures and Degrees of Satisfaction of Professional Construction Management Personnel Working for Local Governments

    Abstract: 地方政府機關近幾年對委託專案管理的案件有明顯增加的趨勢,一方面是因為政府精簡人事,另一方面是為了減輕責任的負擔。對於從事專案管理的工程人員而言,大部份所關心的是技術性的課題,而顯少會去關心“人”的問題。本研究以工程人員為主要研究之對象,主要目的有四:(1)瞭解專案管理人員工作壓力因子,(2)瞭解專案管理人員工作滿意度之現況,(3)研析專案管理人員工作壓力與工作滿意度之關聯性,以及(4)提供專案管理廠商人力資源管理之重點。 本研究首先將專案管理人員之工作壓力與工作滿意度以特性要因圖表示,經訪談四位專家後,修正為AHP層級分析法含有三個層級之問卷。再由另外二十一位專家填答問卷後,以 Expert Choice 電腦軟體分析排序而獲致以下結論: (1)專案管理人員工作壓力前三項主要因素為:【領導型態】、【不當群體支持】、與【工作量過大】;(2)影響專案管理人員滿意度的前三項因素為:【直接薪資】、【工作量】、與【專長相配合】;以及(3)專案管理人員工作壓力與工作滿意度相關性薄弱。 由於現行地方政府缺乏專案管理之經驗且工程人員人力不足,大部份工程均以委託專案管理方式進行,由本研究可知專案管理團隊【領導型態】是造成壓力的最大來源,故慎選專案管理團隊的領導者將是專案成敗的重要關鍵。 Recently, more and more projects of local governments that are supervised and managed by professional construction management (PCM) companies. The major reasons lie on that the governments are trying to reduce employees as well as their responsibilities. While most engineers of the PCM companies concern solutions of technical problems, this research focuses on characteristics of human factors of the engineers with four emphases: (1) work pressures, (2) degrees of satisfaction; (3) relationships between the pressures and the degrees of satisfaction; and (4) major issues of human resources management of PCM. This research conducted an AHP questionnaire survey on work pressures and degrees of satisfaction among 21 PCM personnel. The AHP questionnaire was firstly finalized by opinions of four PCM site managers based on a draft of characteristic trees. Results of the survey were analyzed by computer software termed Expert Choice. Conclusions are obtained as the follows: (1) the top three factors that affect work pressures are leadership, political influences, and work loads; (2) the top three factors that influence the degrees of satisfaction are salary, work loads, and matching of PCM expertise; and (3) there are little relationships between the work pressures and the degrees of satisfaction. Most of the local governments are lacking of project management expertise and required personnel thus procurements of PCM services are inevitable. Since leadership is the most important factor that changes work pressures of the PCM engineers, it is recommended that leader of the PCM team be carefully chosen so as to ensure a successful construction project.
