    Abstract: 就整體工程品質管理作業而言主要包括訂定品質規範、製程管制與驗收檢驗三項重點階段工作,其中於業主部份則應訂定適合國內條件與環境的施工規範,國內部分工程主辦機關於瀝青混凝土工作項目係採用方法規範,以往主要藉由主辦工程單位(監造單位)駐廠檢驗機制以達到期望之工程品質,惟現今公共工程品管制度中二級品管主司品質比對抽驗,相關抽驗結果已屬驗收檢驗之一部份,如契約驗收機制及品管執行未予連結,當有抽驗結果未盡理想時因礙於方法規範中其驗收方式並不明確,日後易有工程爭議產生恐有檢討之必要。 本論文以雪山隧道瀝青混凝土鋪面為研究對象,探討瀝青混凝土生產過程各階段應留意之品管環節,並藉由製程的穩定性分析提出相關現象可能發生之原因及預防與控制方法,另採QC/QA品質規範驗收計畫方式試算本案例混合料部份之品質水準。 分析結果呈現出混合料產製過程中於#4篩產生級配降格現象最為顯著,故熱料合成級配宜朝向較粗側配合控制;另抽油篩分析試驗其抽樣與試驗過程中相關誤差對於實際正確結果之影響極高,應謹慎小心以降低不合理的拒收或不正確的驗收現象發生,由此更呼應了採用QC/QA品質規範驗收計畫應較為合理適宜;本研究中混合料部份之品質水準其限度內百分比(PWL)可達95.0%~ 99.8%,亦即合格百分比皆高於95%,故以往之執行方式是可達一定之品質程度,惟建議後續規範修訂時可考量採行QC/QA品質規範的驗收計畫,除符合三級品管精神外,並藉由獎勵與懲罰之驗收方式,以創造雙贏。 Establish standards for quality, process, and acceptance are major three keys for the management of construction quality control. In addition, to the owner, it is necessary to build a construction method which is able to cope with local regulations and environmental influences. Disputes in construction can be usually attributed to unclear contractual terms regarding to final acceptance methods and quality inspection. For instance, Construction Agency used to implement asphalt concrete quality control through Construction Supervisor’s site inspection; however, the inspection of public construction is completed with random picks which is also part of the final acceptance in the present. Therefore, a construction conflict may be caused easily once if result of inspection is unsatisfactory. Through asphalt pavement works of Hsuehshan Tunnel, this study is an examination of the analysis and critique found in production process of asphalt concrete as well as seek critical approaches to mitigate the risks during the production with complete stress test. Moreover, QC/QA methods to acceptance were implemented in this study to verify the high quality level of asphalt concrete mixtures to Hsuehshan Tunnel. The results show aggregate down-graded phenomena are significant during the production of mixture for sieves #4 and therefore hot mixture should tend to be in the coarser side. When performing Standard Test Method for Mechanical Size Analysis of Extracted Aggregate, carefulness is important because little error deeply affects the accuracy of the result. The PWL of mixture reaches to 95.0%~ 99.8% in the cases studied in this research. From above, QC/QA quality codes of acceptance demonstrate their superiority over other methods. It is highly recommended that QC/QA quality codes of acceptance shall be implemented into consideration for the next revision of construction methods.
