    Abstract: 公共工程建設為國家經濟建設之基礎,行政院有鑑於此,現今全力推動「新十大建設」,建設總經費高達約5000 億元,工程經費之鉅,非中央預算短期所能負荷。前行政院游院長錫堃曾於93年院會強調計畫必須依施政的優先順序,在政府可支應的財源範圍內檢討核實編列。有鑑於優先順序之重要性,故以交通部鐵工局執行之「新十大建設台鐵捷運化計畫」為例進行研究。 經文獻回顧得知「運輸建設計畫排序經常使用的方法」主要爲AHP、模糊理論、類神經網路等;所設定的評估架構之「評估準則層」半數以上爲實行「質化」指標,顯然均非一般工程人員易爲瞭解,更不須談及如何使用。因此本研究特採用簡單加權法(SAW)及全數之「量化」評估指標。 本研究通過問卷調查所獲得的資料進行分析,獲得了評估架構及各評估準則層指標的權重,且完成歸一化及一致化評分標準程序,最終按照簡單加權法進行綜合評分,以評定台鐵捷運化計畫間的優先順序,另以行政院核定情形進行現況驗證,結果尚屬合理。 Because the Public Construction is the foundation of national economical development, Executive Yuan has worked actively to implement the New Ten Construction Projects nowadays. The total construction cost is estimated to be 500 billions NT dollars. Because of the annual budget limitation, the central government is unable to perform all the projects simultaneously in short term. In the year of 2004,the anterior prime minister, You Si-Kun, emphasized that a project must be implemented according to the priority ranking of government’s planning and approved it within the payable budget. For the importance of the priority ranking, the priority ranking of the Taiwan Railway MRT-type Projects, i.e New Ten Construction Projects of Railway Reconstruction Bureau (RRB) of MOTC (Ministry of Transportation & Communication),is presented in the research. According to historical documents, the candidate methods for priority ranking on transportation construction projects are SAW (Simple Additive Weighting), AHP (Analytical Hierarchy Process), Fuzzy AHP, NN (Neural Network) and so on. The attributes to assess priority of public construction projects are qualitative in the large. The chosen personnel, including experienced engineers and staff of construction projects, cannot easily and objectively make assessment. In the regard, the SAW method with the indexes measured by equal interval scaling is used in the study. The study has collected data on attributes of public construction projects through distributing questionnaires, analyzing descriptive characteristics, and summarizing the results to obtain the assessment frame and the weighting of assessment levels. The generally used standard procedure of normalization and grading associated with the SAW method is employed to calculate the total grade for each project and compared mutually to generate priority ranking on Taiwan Railway MRT-type Projects. The results from the study have been compared with the current status of respective construction projects, it is found reasonable.
