    Title: 短期間承攬案件選擇最佳化模式之研究;Research of the optimal model of choosing the contracting case in a short time

    Abstract: 對於工程顧問服務廠商而言,在面對同業激烈的競爭環境之下,如何運用現有的人力資源,以快速、有效的方式進行最佳的承攬案件的選擇與工作指派,達到最大獲利的情況,實為決策者重要的營運課題。以往決策者對承攬案件選擇與工作指派之決策方式,大多採主觀經驗或直覺判斷,往往無法有效率的利用人力資源,甚至有決策失當的情況發生。 有鑑於此,本研究以中小型工程顧問服務廠商之短期間承攬案件的選擇與工作指派為研究範圍,研究之目的在發展整數規劃的架構,建立一套數學最佳化模式,協助決策者在有限的人力、工作時數等限制下,進行選擇承攬案件之最佳組合決策以及完成案件工作之最佳指派方式,以使公司獲得最大收益。當外在環境及限制條件改變時,本研究模式可隨時依最新條件調整參數,重新進行承攬案件的選擇與工作指派。另經由敏感度分析,可瞭解到各參數變化對公司收益結果之影響程度,決策者可針對各參數敏感度變化趨勢,主動調整相關參數,如人力資源條件等,以因應實務變化,甚至可重新檢討限制條件或考慮將局部工作項目轉包或分包,以使公司獲得最大收益。在求解方法上,將各案件之基本資料及限制條件,如各工項之工作量、工期、人員之工作效率、工資、工作時數等,訂定各限制式之參數,輸入LINGO 7.0套裝軟體求解,即可直接輸出承攬案件的選擇與工作指派最佳化之結果。為驗證模式適用性,以某工程技術顧問公司為範例測試,測試結果與人工經驗決策及指派方式比較,顯示成效良好。故本研究可靈活運用於短期間承攬案件的選擇與工作指派等問題,具有輔助決策者之實用性。 It is an important topic for a policy maker to gain a biggest profit for company. Under such an keen business competition, he do need to realize how to utilizes the existing human resources to select cases and assign jobs properly in an effective way. In the past, policy-maker makes decisions in case choice and the work designation by subjective experience or intuition. Such kind of policy decisions is usually unable to make use of human resources effectively. Moreover, policy makers might make a strategic decision improperly. Due to this reason, scope of this research is about how a middle and small scale project consultants to choose cases and assign jobs. Goal of this research is to develop an integer programming model. This model can assist the policy-maker to produce an optimal decision in case selection and job assignment under limits of manpower and work hours. Moreover, this causes company to obtain the greatest income. If external environment and constrained condition are changed, this research model will adjust its parameters according to the latest condition to produce a new combination of case-selection and job assignment. Furthermore, by the means of the sensitivity analysis, we may understand extent of how various parameters change has influence on the company profit. The policy-makers are able to adjust the correlation parameters such as human resources in accordance with the change tendency of parameters to meet the present situation. They even may examine the condition or consider to find another company as subcontractors to do partial work of this project. As to the way of solution, a variety of parameters which are based on different cases, such as : work load of various labor items, duration of a project, working efficiency of workers , wages, work hours, will be as inputs of the LINGO 7.0 software. Optimal case-selection and job-assignment will be the output. In order to verify the applicability of this model, this study take one consultant as test, the test result of using this model compared with the result of traditional pattern which is simply based on personal experience is better. Therefore this research model can be useful and assist policy makers in selecting cases and assigning job to a proper person.
