    摘要: 專業營建管理(Professional Construction Management, PCM)目前已成為國外執行營建工程管理之主流,國內近年來亦積極推動專業營建管理制度,而國軍新建工程目前運用PCM管理之個案並不多見,尚屬於萌芽階段,又因國軍組織文化特殊且運用PCM之角色定位尚未確定,故相關個案運用PCM之績效均不顯著。本研究將採用限制性理論方法,就目前已採用PCM管理之國軍工程個案相關缺失,找出關鍵之限制性因素,再透過專家訪談及文獻探討方式彙整採用PCM管理之作業模式,接著再運用模糊德菲法及層級分析法建立專業營建管理服務績效評估模式,最後以此評估模式分別採用SAW及TOPSIS計算方式,評選出國軍新建工程施工階段運用PCM管理之最合理作業模式,以提供國軍後續委託專案管理工程之參考。 Professional Construction Management(PCM) from abroad have already become the mainstream of carried out which builds engineering management at present. In our country, we also activelying promoting the Professional Construction Management system domestically in recent years. Our country's army's newly-built project uses the system of PCM management at present actually rare, it is still embryonic stage, because country's army organizes culture to be special and not confirms yet that adopt the role of PCM , so relevant cases use the performance of PCM not to be apparent. This research will adopt the Theory of Constraints(TOC)method about the relevant imperfection of army's project case which has already adopted PCM system at present, finding out the key restricted factor. Then we collect the operation approach of adopt PCM management at present by the interviewing expert method and investigating literature method, and we use investigating literature, expert's interview, the Fuzzy Delphi Method and the Analytic Hierarchy Process method to set up the model of evaluating PCM service performance. Finally , we use the model that appling SAW and TOPSIS to find the rightest operation approach of Military newly-built engineering at project construction stage using PCM to manage. And we can offer an opinion to follow-up country's army's newly-built project uses the system of PCM.
