    Abstract: 近年來政府各單位積極推動各類型的防救災計畫,目的在藉由災害管理的觀念,擬定相關對策與因應措施,以減少災害來臨時可能造成的損失。而政府機關現階段採委託工程顧問機構對災後搶修進行規劃重建及評估工作。對於台灣地區的工程技術顧問機構而言,如何運用機構部門現有的人力資源,以精進、快速且有效的方式進行人力選擇與工作指派,藉以達到搶災最大效益。以往決策者對工作指派之決策方式,大多採主觀經驗或直覺判斷,往往無法有效率的利用人力資源,甚至有決策失當的情況發生。因此本研究目的利用數學規劃技巧,發展一最佳化整數規劃模式,以協助決策者在災後有限的人力及時間等限制下,有效地進行搶修人力最佳指派並完成災後決策。 Each department of government aims for advancing various projects about preventing and relieving the disasters whose purpose is reducing the possible damages of disasters through the concept of disaster management to redact the related strategies and copings. The government adopts presently the method of commissioning engineering consultant companies for post-disaster recovery and assessment. Accenting the effectiveness of disasters recovery is the hinge to the engineering consultant companies, thus they delve into how to apply existent human resources to choosing and allocating exactly, expeditiously and efficiently. Common decisions of responsibility allocation belongs the subjective experiences and intuitive judgments that might account the situations of inappropriate human resources application even mismanagement, hence this study aims at developing a set of model about integer programming optimization by mathematical programming techniques to assists decider distributing human resources and making post-disaster decisions under limited conditions of manpower and time.
