    Abstract: 近年來,地球暖化與氣候環境變遷問題,對人類生活產生重大的影響,世界各國莫不戮力推展二氧化碳減量工作,行政院亦在新政府政策白皮書希望回到2008年排放量之二氧化碳減量目標下,將「節能減碳」列為重要施政方針之一。根據內政部建築研究所研究統計推估,國內產生之建築廢棄物數量每年有超過1000萬公噸,其中有超過五成為廢棄混凝土磚瓦混合物,且建築相關產業每年碳排放量占全國總排放量的三成左右,由於其數量龐大且絕大部分為安定可再利用之資源,在全球「節能減碳」、「資源永續利用」發展潮流趨勢下,引起各國相關政府廣大注意,並積極推動營建廢棄資源再利用,以達到節能減碳之目的。 由於營建廢棄物回收再利用可減少掩埋焚化之需求,又可減少天然資源之開採,理應可有減少二氧化碳排放的效益,且由於其數量龐大,減量效益應更是可觀。可惜目前國內的情況為雖有明確的減碳目標,例如將全國二氧化碳排放量減少5%,並且不乏各種減碳手段,但由於缺乏科學客觀之評估方式,使得營建廢棄物回收再利用之二氧化碳減量效益無法計算及彰顯。而實際執行上,再生產品的減碳效益也受限於再利用過程,況且營建廢棄物再利用程序複雜,所牽扯的處理程序與機具繁多,實在難以確認二氧化碳減量成效或是否真有其減碳效果,目前仍缺乏一針對營建廢棄物回收再利用的二氧化碳減量效益評估模式,讓此部分的減碳成效得以使用量化數據呈現。 本研究將針對營建廢棄物的回收再利用,透過文獻收集、現地勘查、專家訪談、問卷調查等方式,建立一二氧化碳減量效益評估模式,並透過案例分析來實際驗證再利用的減碳成效,透過數據化的結果呈現,可提供政府單位了解再利用產品減碳效益與再利用過程的耗能數據,以便於日後減碳政策制定;對於再利用業者,也提供衡量自身產品減碳效益之方法,拓展產品新競爭力之利基。 For recent years, the global warming has a great effect to us. Many countries try hard to reduce the CO2 emissions. And we find out that a lot of CO2 emissions are from construction industry. It accounts for the total CO2 emissions by 30% ~ 40%. So, this is a primary target to reduce the CO2 emissions. If we can recycle the construction and demolition waste, we can reduce the quantity of waste burying and natural mining. It is an effective method to reduce the CO2 emissions. We use a large number of concrete. So, we can make a lot of benefits from this method. But we also have a problem. We don’t know how much CO2 emissions we can reduce. We never have a method to evaluate the concrete product. And the recycle process for concrete is really complex. It includes a lot of machines, materials and workers. If we used different machines, methods and materials, we would have different CO2 emissions. It is hard to evaluate the benefits of CO2 emissions. So, we need a model to evaluate the recycle products. Let it tell us how much CO2 emissions we could reduce. This is a study about building a model for construction and demolition waste. We can evaluate the benefits from reducing CO2 emissions if we could recycle it to be the coarse aggregate in concrete products.
