    Title: 中正國際機場噪音影響分布模擬及評估;Distribution Simulation and Evaluation of the Effect of Noise in CKS International Airport

    Abstract: 中正國際機場航空客貨運量在近年來屢創新高,有鑑於國民環保意識高漲,航空噪音污染,將形成嚴重公害糾紛,現階段交通主管機關已針對機場周圍地區進行噪音防制設施補助與回饋工作,所施行的對象係依據地方縣市政府所公告的航空噪音防制區為範圍,因此,航空噪音防制區的劃定,牽涉到能否獲得補助與回饋,對機場周圍地區的居民影響甚鉅。本文以中正國際機場為研究主體,以民國93年的飛航動態資料作為噪音整合模式模擬的輸入資料,瞭解於不同月份及季節下,航空噪音防制區範圍的變化,以及機場實施不同程度宵禁和優先跑道對噪音防制區範圍的影響。 本文發現,在不同時段進行航空噪音日夜音量的等噪音線模擬,其面積變化並不明顯,但是不同時段所涵蓋的村里有部分差異,因航空噪音防制區係中正國際機場進行住戶補助工作的依據,所以,航空噪音防制區的變動,攸關居民的權益。以影響村里而言,DNL60分貝所涵蓋的村里,8月較全年減少大同及崙坪兩村;10月較全年增加大堀村。 在機場進行宵禁的模擬結果,進行宵禁措施,可減少67%的DNL65分貝以上區域的影響面積;並可減少約70%建築物數量,其影響相當顯著。在優先跑道的選擇上,從航空噪音影響的觀點,建議中正國際機場以兩條主要跑道中的南跑道(06-24)作為優先起降跑道,可減低航空噪音的影響。 The volume of cargo and passenger traffic of airlines is increasing in CKS International Airport in the recent years. Due to the rise of environmental consciousness, the aviation noise pollution will lead to public disputes. The transportation bureaus have granted subsidies and compensation on noise prevention in areas around the airport, the subjects are aviation noise prevention zones announced by local county/city governments. Therefore, the classification of aviation noise prevention zone determines the receipt of subsidies and compensation, thus, is important to the residents in neighboring areas. This study focused on CKS International Airport, and used the aviation movement data of 2004 as the input data for noise integration model simulation, in order to understand the change of the scope of aviation noise prevention zones in different months or seasons, as well as the effect of effect of curfew and priority runway on the scope of noise prevention zones. This study simulated the noise lines of the aviation noise in day and night, and found the change of the area to be insignificant, but the villages/neighborhoods covered in different time slots differ. Since the aviation prevention zone is the reference for the subsidies provided to the local residents, the change of aviation noise prevention zones concerns the rights of the residents. As for villages/neighborhoods under DNL60, Tatung Village and Lunping Village are lower in August, and Dacheh Village is higher in October. The simulation of curfew shows that curfew could reduce 67% of pollution area of DNL65 dB, and reduce 70% of the amount of building. For the option of priority runway, it is suggested to CKS International Airport to use the south runway (06-24) as the priority runway, in order to reduce the aviation noise.
