摘要:	我國家用電器產業自民國38年由大同公司開始營運後，發展至今已有50餘年歷史，隨著經濟發展及國民所得的提高，家電產品已由過去的奢侈品，變成日常生活不可或缺的必需品。目前，國內家電業大部份皆已實施環境管理系統(ISO 14001)，並有其具體成效，但為讓企業的環境績效可以完整考量並呈現，因此，建立一套屬性適合家電業整體性、可普遍適用之環境管理指標，實有其必要性。自1996年9月由國際標準組織(ISO)公告ISO 14001環境管理系統標準後，環境管理之議題遂成為全球企業關注之焦點。然而，環境管理系統標準中，並未建立相關條文以說明環境績效評估的方法；為使業者能清楚量測環境績效，進而落實環境管理系統持續改善的精神，故ISO於1999年11月15日正式公告ISO 14031環境績效評估指導綱要(EPE)。與環境績效議題有關的綱領(guideline)及倡議(initiative)不斷被提出並為國際應用，但這些文件大都係屬原則、標準、程序的性質，並不適用不同產業從事環境管理活動的績效評量，以作為管理階層決策之判斷依據。有鑑於此，本研究嘗試針對以家電業為例，建立家電業可全面適用之環境管理指標，以系統思維為基礎，系統方法為方式，並以環境管理指標為研究對象，初步發展具一致性的家電業環境管理指標，以提供業界、政府及利害相關者，作為評鑑企業環境績效好壞之依據。本研究之產出不但提供了業界、政府及利害相關者評量企業環境績效之判斷依據，並輔助企業進行環境管理決策參考及維持本身環境管理績效之技術工具，提昇企業管理階層與利害相關者對於瞭解相關環境績效內容之效率及效益。 Taiwan home appliance industry has been in development for over 50 years after Tatung started operation. Along with economic growth and rising income, home appliance products become necessity in daily life, instead of luxury before. Most of the domestic home appliance industries already implement ISO 14001 at present, and some concrete effects are achieved. For the industry to assess and present their full consideration of environmental effect, it is necessary to establish an environmental management index with a attribute applicable to the home appliance industry. After ISO announced ISO14001 Environmental Management System Standard in September of 1996, the issue of environmental management become a focus that the worldwide industries pay attention to. However, there is no related clause established for explaining the measures of environmental effect assessment.. For the industry to assess the environmental effect distinctly and to fulfill essence of continual improvement in the environmental management system, the ISO formally published officially ISO 14031 EPE which is often raised and applied worldwide together with guideline and initiative in relation to issues of environmental. However, most of these documents are with attributes of principles, standard and procedure, and they are not suitable for the various industries to assess effect of environmental management activities Therefore, this research try to establish the environmental management index applicable fully to the home appliance industry. On basis of systematic thought and method, it is to preliminary develop one consistent environmental management index for the home appliance industry. This environmental management index is provided to the industry, government and interests for their reference in judging environmental achievement. Moreover, it is regarded as a technical tool to assist the industry in decision making and maintenance of environmental management achievement, as well as to enhance the effect for the management and interests in realizing the environmental achievement.
