    Abstract: 工業區廢水管理系統之管理的工作包括污染源管理、工廠前處理管理、收集系統管理、污水處理廠營運管理以及放流水、污泥之處置等。一般而言,國內工業區廢水處理廠主要分成管理、操作、維護及水質檢驗四組總理工業區廢水管理系統之業務,但依其員額編制情形及電腦使用情形而言,營運管理過程中大量分散之資料與資訊管理,雖已應用一般文書處理軟體來輔助,但卻無法滿足其對資訊管理的需求,而對於廢水管理工作效率及效益之提升仍有限。近年來,電腦與網際網路之發展一日千里,倘若能利用資訊科技便捷而快速的特性來協助廢水管理系統之執行,相信必能更加提升管理工作之效率與效益。 本研究運用網頁式(Web-based)應用系統開發技術發展「工業區廢水管理資訊系統」,經過初步調查、規劃、分析、設計、建置等階段,最後並實際地將該系統應用在觀音工業區污水處理廠廢水管理各項業務上。研究結果顯示,廢水管理資訊系統之建立有助於組織檢討其作業程序的合理性,並可藉由電腦化之作業流程提昇廢水管理的效率,而資訊化之決策分析更可增加廢水管理的效益。另外,系統之建立除了能使污水處理廠達成現階段管理需求之目標外,亦可作為未來系統之自動化與最佳化發展、環境管理資訊系統建置、全國環境管理資訊網整合等需求之基礎,同時對於相關決策人員提供相關決策制定時之參考資訊與知識,以期能持續提升工業區廢水處理廠營運管理之效率與效益。 The wastewater management system of industrial park consists of five subsystems: wastewater resource, industrial pretreatment, collection, treatment and disposal. In general, wastewater treatment plant (WWTP) in Taiwan is divided into four departments: Management, Operations, Maintenance, and Laboratory. According to current division of staffs in WWTP, it is too heavy for them to manage information separated from wastewater management system very well. Most of WWTPs have used office application software to improve their data processing efficiency, but it can’t really satisfy their demand anymore. If we can take the advantage of information technology to easily and rapidly accomplish wastewater management works, it will greatly elevate the efficiency and effectiveness of the works. In this study, the Wastewater Management Information System for Industrial Park, the web-based system, is established to raise efficiency and effectiveness of wastewater management works. It shows that the computerized workflow can increase the management efficiency, and the analyzed information can assist decision-making. By the case study of Kuan-Yin Wastewater Treatment Plant, it proves that the system supports not only the demand of wastewater management at present, but also the foundation of automation and optimization on wastewater treatment plant in the future.
