摘 要 學校負有落實環境與安全衛生教育及社會示範的積極使命,校園管理及教學、研究活動所造成環境與安全衛生問題,不但對校園環境安全及師生生理健康產生影響,對學生及社會的環境與安全衛生教育示範之影響更為深遠。學校實驗室產生之廢液,具有量少質雜、毒性強等特性,其性質隨著課程及研究方向不同而有所變化;因此,針對廢液特性,實驗室之環境條件,必需有效及系統性的管理,才能實質有效控管。有鑑於此,教育部為落實各級學校實驗室廢棄物處理,能妥善解決問題,在資源化、零廢棄之永續發展目標下,已於國立成功大學成立「環境資源研究管理中心」,先行建置國內第一套專為校園實驗室廢棄物所設計之處理設備,藉由物化、焚化及熔融等三套處理系統的運作,有效解決學校實驗室廢液的問題,並具教學、研究及示範等功能,更有大幅提升國內環境科技研究之國際地位的潛力。本研究藉由資料蒐集、問卷調查、實地訪查、意見諮詢研討及資料彙整分析等方式,調查研析全國各大專校院實驗室廢液之質量流佈與管理機制,並就相關問題及困難予以剖析,提出廢液管理架構,包括回收、分類、貯存、清除及清運等作業規範,期望研究成果,可協助國內各級學校有效妥善處理實驗室廢液,降低校園災害風險,提供校園妥適 、潔淨、安全的環境;另針對「環境資源研究管理中心」操作營運等相關資料,作有系統的彙整與分析,並提出改善建議,俾利該共同處理機構更能迅速建立各套處理系統之最適化操作條件,提升處理成效及管控營運成本,更有能力維持市場競爭力永續營運。 Abstract One of the mission for college is to develop the education on environment health and safety. The chemical laboratory effluent of most college in Taiwan contains hazardous and toxic chemicals in low volume and diversity. Therefore, Ministry of Education sanctioned the Environmental Resources Management and Research Centre,(ERMRC) to deal carefully with the problem of related to environment in National Cheng Kung University. ERMRC sets goal for zero discharge of effluents to treat college and domestic wastewater by physical and chemical methods. The laboratory facilities includes teaching, research and demonstration have been investigated. Domestic environmental science research also has potential to improve the international status. This study investigates and analyzes the laboratory waste liquid of collage in the whole country by collecting materials, questionnaire investigation and on site analyzes. This research analyzes on the relevant issue and process waste liquid material structure, including recycle, classification, and storage, removing and clear of the standard operation process. It is anticipated that this research can deal carefully with the laboratory offal as the domestic at all levels, implement the classification of the college offal and reference of storing the homework, in order to reduce the risk stored, clearing and dealing with clean and safe environment to the campus.
