法規，乃為國家維持整體行政運作是否完善之關鍵，更是任何管理程序前之首要工作；一套嚴謹的立法程序對於法規制定到後續公告施行之過程中可謂相當重要，但現階段部分法規架構仍缺乏一致性，而部分條文內容之完整性仍屬不足。有鑑於此，本研究嘗試針對法規制定時之架構及條文內容，以系統思維為基礎，物件導向思維為方式，並以環境法規為研究對象，初步發展具一致性的物件化規則作為檢視法規條文內容是否重複、矛盾之依據，並實際建置「環境法規資料庫」，以提供使用者於線上查閱環境法規的條文內容及相關資訊(如詞彙定義)，以作為讓使用者學習、瞭解及使用環境法規條文內容的平台。本研究已初步完成環境法規物件化規則之發展理論，依此建立部分法規條文之物件化規則，並以環境法規之實際條文內容進行驗證；同時使用者可利用本研究初步建置之「環境法規資料庫」，對於系統內之環境法規進行條文內容的查詢，並於條文內容中與「環境詞彙庫」之詞彙定義進行銜接，以利使用者對於條文內容中所提及之專有環境詞彙進行對照。本研究之產出不但提供了一個檢視法規條文內容是否一致、完備之工具，並提供使用者一個學習、瞭解環境法規條文內容之平台，提昇使用者對於查詢相關環境法規條文內容之效率及效益。 Laws and regulations are key factors for maintaining a nation’s integral administration operation, it is even the primary work prior to a management procedure; a set of strict legislative order is crucial for setting up the laws and regulations before their proclamation and implementation. But presently some frameworks of the laws are still short of consistency and partially the contents of the clause are insufficient. Consequently, this study will focus on their frameworks and article contents, based on system thinking and object-oriented thinking to approach, and by ways of environmental laws as the research target to preliminarily create some consistent object-rules for examining the contents of the laws to avoid repetition and contradiction; and through the establishment of ‘Environmental Law Database’ to provide users on-line search for the regulation contents and relevant datum (such as vocabulary definitions), and a platform for better understanding and utilization of the contents. The preliminary development theory of the object-rules in the environmental laws in this study have been finished, accordingly, some object-rules of the regulations in the laws will be established, and practical article contents to proceed test and verification will be used; in the meantime, users may use the environmental laws database primarily established to inquire about the contents of the environmental laws in this system, they can also link the contents of the article with the vocabulary definition in ‘Theasurus Information’; this will facilitate the users for better reference and comparison of the environmental terminology appeared in the article. This study not only provides a tool to examine whether the contents of the article are in consistency and integrity, but also a platform for users to learn, comprehend the articles and regulations of the environmental laws, and it uplifts the efficiency and effectiveness while users making inquiries about the contents of the articles in the environmental laws.
