    Abstract: 影響工業區污水處理廠處理成效的主要原因,除了硬體設施外,操作維護管理為最主要的因素。然而污水處理廠組織程序複雜,要找出造成處理成效不佳的原因,必須透過一套系統化自我評量指標系統來瞭解及掌握問題,以提出正確的解決方案,確保目的及績效達成。 我國目前對工業區污水處理廠的評量方式主要由美國環保署之綜合成效評估 (Comprehensive Performance Evaluation, CPE) 所改良及發展而來,CPE是以成效限制因子影響程度排序做為判斷績效不佳的原因,不僅不適用於年度工作計畫執行結束後的檢討與評估,亦不符合系統思維的原則。 本研究透過系統思維原則,運用系統方法,以現有污水處理廠運作管理制度為架構,建立一套符合系統思維組織管理之系統化自我評量指標系統(包含結果指標及原因指標),以確保組織目標之達成,並有效提升組織營運績效。 本研究內容主要包括發展系統化自我評量程序及建立指標,並將目前常用之CPE評量方法與本研究之自我評量指標系統進行比較,並經由案例探討兩者之評量結果於污水處理廠實際應用之差異,以驗證本研究之合宜性,以期能做為工業區污水處理廠決策及持續改善的依據,並進一步提升污水處理廠處理效率,降低工業廢水對環境帶來的影響及衝擊。 In addition to poor facilities, Bad management and maintenance of operation is the chief factor which causes the inefficiency of the industrial district sewage treatment plant. However, the organizations and procedures of sewage treatment plant are rather complicated. A systematic self-evaluation index is then required to comprehend the issues and their causes so as to propose proper solutions and to guarantee the accomplishment of goals and good performance. For the time being, Comprehensive Performance Evaluation (CPE) is adopted widely to be improved and developed into domestic evaluation on industrial district sewage treatment plant. CPE determines poor performance based on the effects of performance limiting factor and its level as well as order; therefore, CPE is neither appropriate for annual examination and evaluation after the operation of a working plan comes to an end nor is it in compliance with the principles of system thinking. The study, based on the principles of system thinking, was aimed at establishing and developing a systematic self-evaluation index (result index and cause index included) which corresponded with the organizations and management of system thinking. System approaches were adopted under the scheme of present operation and management system of sewage treatment plant to assure the accomplishment of organizational goals and to improve effectively the performance of organizational operation. The study was concerning the development of systematic self-evaluation procedures and the establishment of its index, the comparison of CPE with the self-evaluation index system proposed in the study and further case studies on the difference between the evaluation results and the practical applications in sewage treatment plant so as to testify the validity of the study. The study focused on further improvement of efficiency and reduction of effects and impact of industrial wastes on the environment.
