我國長期以來所一直保之高度經濟成長已逐漸趨緩,而經濟建設之再創高峰,有賴公共建設之持續提升。因此,除資本性投資之外,經常性的維護業務也特別需要重視。面對外在與內部之各種不確定性,吾人唯有落實營建與營運維護兩個層面的風險管理,始能保持高度且長期之建設投資效益。風險固然非可透過人為力量完全避免或排除,但卻可以有效之管理手段將風險所造成之損害及損失降至最低。特別是由於公共建設之風險損害而致之經濟損失可使最小。基於此動機,本研究所設定之預期目標有四:一、 建構重大公共建設之風險管理模式。二、 從公共建設之生命週期,探討規劃、設計、施工至營運維護各階段影響重大公共建設之風險因素。三、 以財務管理角度,分析重大公共建設之生命週期在不同時點之最適風險管理對策。對國內可採行的重大公共建設風險管理制度提出具體建議。 Public works construction is the foundation of national development. When public works are placed under great risks, the society as a whole will suffer for damage whose effects range from loss of gross domestic products to devastation of civilization. Nevertheless, the key to risk management of public works must be overall and systematic, e.g. the life cycle management under institutional efforts. The purpose of this study is to provide a procedural guideline to risk management. A derived usage of the research outcome will be to supplement government agencies, which shall establish comprehensive establishment of risk management whether in planning, design, construction or operation and maintenance. The study develops a generic four-stage risk management procedure, i.e. risk identification, risk quantification, loss assessment and managerial strategy development. This formal procedure is demonstrated in two real-life cases. The use of the case is for showing the usage of the procedure and should not be confused by the subjective judgments induced in the examples.
