| 摘要: | 公共工程委員會為協助地方政府提升基礎建設之工程品質，於八十九年十月三十日舉辦健全民生工程施工管理研討會以喚起基層單位重視中、小型與民眾生活息息相關的工程，尤其台灣接連在颱風與地震等天然災害侵襲之後，許多民生工程受到嚴重的破壞，極需建立一套完整的品質管理制度，並落實執行。行政院八十二年頒布「公共工程施工品質管理制度」，對大型公共工程之施工品質已較能掌控，惟對於中、小型工程及學校工程，常因編制、經費、人力及專業技術等諸多因素之限制，工程品質尚待加強，因此，制定「民生工程品質管理制度」應是刻不容緩的課題，相信亦可協助地方政府做好品質管理的工作。由於目前各縣市政府及鄉鎮公所所經辦之工程金額大多不超過五仟萬元，而各縣市政府對於品質管理制度及品質管理作業要點之規定又不盡相同，且工程品質之相關議題相當廣泛，無法一一探討，因此，本研究將以公共工程施工品質管理制度為主要架構，針對縣市政府品質管理制度深入探討，研擬並建構一套完整制度。本研究擬研訂縣市政府查核所屬工程品質之督導、評鑑機制，以供縣市政府採行。另研訂「地方政府民生工程作業手冊」供主辦機關採行，本研究單位並配合公共工程委員會協調台北縣政府指定之工程，從事前開研究。 In order to assist the local government in the promotion of construction quality of basic development, The Public Construction Commission held a seminar on Oct 30, 2000, which is about the complete of people's livelihood construction management, and hopes to get the attention of basic sectors in a government to some middle or small construction relating to people's life. Recently, Taiwan was stricken in a series of natural disasters like typhoon or earthquake. There are many people's livelihood construction seriously damaged. Under this condition, there must be a set of complete system of quality management and which should be implemented strictly. With the promulgation of quality management system of public construction, instituted by Executive Yuan in 1993, the quality of huge public construction is gradually under control. However, due to the lack of budget, human resource and professional technique, the quality of small, middle and school construction is still required. Therefore, it is an emergent issue to constitute a manage system for people's livelihood construction and it surly can help local governments with the quality management. Nowadays, it is no more than 50 million NT for each county or city government to run through a construction, and the quality management system and quality management requirement are different among each local government. Besides, the relevant issue of construction quality is too wide to make a point one by one. As a result, this research will be based on the quality management system of public construction?? and discuss deeply about the quality management system in each county or city government. At the same time formulate a set of complete system. This research tries to settle the supervision and evaluation of construction quality in county and city government and which can be adopted. Moreover, we set up a people's livelihood construction operation handbook for local governments and which is meant to be adopted by the sponsoring agencies. Our research group will cooperate with Public Construction Commission collaborate the construction assigned by Taipei County Government, and start on a precursory research. 研究期間：9005 ~ 9011 |
