新竹科學園區竹南基地乃是因應新竹科學園區之擴充需求及促進高科技產業而開發,將引進光電、通訊、生物科技等產業、國家衛生研究院及台灣養豬科學研究所。這些行業及單位的廢污水特性與目前新竹科學園區不太相同,加上環評的承諾,導致下水道納管標準及使用管理辦理辦法有必要妥善研擬之。本研究計畫因應此需求,將依據所預估該園區未來之廢污水特性,研擬下水道納管標準及使用管理辦法(含收費)供園區管理局參考使用。計畫將分成以下六個主要工作項目進行:(1)文獻資料收集及環境現況調查;(2)各產業類別污染排放量推估;(3)可行前處理技術之評估;(4)污水處理系統能量評估;(5)各產業類別納管標準之建立;與(6)納管標準及管理辦法草案之研擬等。期望本計畫之成果能供科管局擬定竹南科學園區適當的之下水道納管標準及使用辦法並有效實行之。 Chu-Nan science-based industrial park (CSIP) is established to satisfy the expansion requirement of Hsinchu science-based industrial park (HSIP) and to advance the development of high-tech industries, including optoelectronics, communications, bio-tech industries and relative research departments. Since the wastewater discharge characteristics of these pollution sources are different to HSIP significantly, an appropriate influent standard and wastewater management policy have to develop initially. The purpose of this study is to develop an effective pretreatment program of CSIP sewage and wastewater treatment system for conforming the advanced effluent standards of environmental impact system. The major tasks of this study include: (1) literatures review, documents assemble and environmental situations investigation; (2) emission factors and discharge loadings estimation of each related industrial pollution sources; (3) feasible pretreatment techniques assessment; (4) performance evaluation of CSIP sewage and wastewater treatment system; (5) the influent standards establishment of each related industrial pollution sources and (6) preliminary proposal for related tasks or actions that should be implemented with the policy. 研究期間:9004 ~ 9012
