台灣為海島型氣候,過於充沛與集中的降雨常帶來淹水災害,尤以夏秋颱風季節為甚,造成台灣地區經濟、生命財產上難以估計的損失。台灣淹水發生時,大多為天候惡劣的情況,衛星雷達提供了相當可靠的災害觀測與蒐證。因此建立一套衛星遙測監測機制實刻不容緩。由於衛星雷達資料獲取不受天候與晝夜的影響,加上具有多重觀測角度及近即時資料獲取的特性;對於台灣地區有關災害尤其是水災之監測與調查上有相當之助益。為有效整合有限資源,提昇資料涵蓋面與時間解析力,並促進衛星資料的多用途目標,期由建立並以長期性及常態性方式執行運作,不僅於災害發生時可提供空間資訊,及時掌握搶災之時機,更可於災後鑑定受災範圍,以協助水資源局達到有效之救災調查工作。 Taiwan, an island located in western Pacific Rim, experiences annually abundant and yet temporally concentrated rainfalls that bring flooding damages to economic, properties and lives, particularly in typhoon seasons. A better monitoring ways in timely is substantial to flood relief and mitigation. Satellite radar image with capability of cloud and rain penetration is well suited for collecting time-sensitive information about floods, and hence provides a reliable and frequent floods mapping. Radarsat-1, with its multi-angle of observation and multi-beam pointing to the earth surface, is a great step forward to providing the quick response demanding from flooding monitoring. This project is aimed at using Radarsat Emergency Response Service (RERS) to provide an operational mechanism for floods monitoring. It is expected that with this, through integration of multi-agency, long-term and regular operation in place, we are able not only to provide valuable information on flooding for purpose of mitigation, but also to assist in post flooded recovery, in efficient and yet effective way. 研究期間:9006 ~ 9012
