本研究計畫之主要目的在因應我國電信業務不斷開放，自由化程度日漸提升的同時，研究不同第一類電信業者間之網路管理系統互連技術，以確保在電信自由化後，網路通訊的品質與電信服務的提供能得到保障，也讓第一類電信業者間對於網路互連與服務互通的管理能有一套健全機制與標準。近年來電信網路之發展，除了行動網路、固定網路、及第三代行動網路(3G)等執照的開放外，無線區域網路(IEEE802.11系列)的興起，電信網路與資訊網路的網網相連已成為必然趨勢，而且也將帶動電信服務的多樣化與多選擇性。在此網路架構日益複雜的情況下，加強新一代網路管理技術之研究、密切注意國際網管標準發展趨勢、與及早規劃網路管理架構，實為相當重要之議題。本研究計畫將分從上述三個主要方向進行第一類電信業者間網路管理系統互連技術與相關規範研究，以三年的時間分階段完成計畫目標。為因應我國過去在第一類電信網路管理之技術面與實務面缺乏經驗，計畫執行的過程中，除將收集最新之網管技術資料與相關技術標準組織之技術進程進行研究外，也將與國內電信業者進行研討，瞭解國內營運面之需求；並將參與國外相關研討會及技術標準會議，或透過與國外相關單位的聯繫與經驗交換，讓網管最新技術能落實於國內電信網路上。其中，第一年的主要研究重點在研究各種網路管理架構與技術，並透過與國內外業者的接觸，瞭解第一類電信業者對網路管理系統互連之需求，並研究國內電信環境網路管理有關效能、障礙、組態、計費、及安全所需之網管資訊等；第二年度主要將依據第一年度擬定之網管架構與功能需求，分別就行動網路、固定網路、與網路服務之間的網路管理層(Network Management Layer)及服務管理層(Service Management Layer)等功能進行研究，並探討跨電信業者網管作業流程等議題；第三年度將把主要重點除將研究網管系統互連之測試方式外，也將進行B3G全IP(All-IP)等新一代網路之網管技術之研究。 The purpose of this project is to study the interconnection of network management systems among different telecommunication carriers according to the high deployment of telecommunication technologies. To study the interface of network management system will provide a complete mechanism and standard so that the network management systems can follow and, therefore, can improve the communication quality. Recently, the approvement of mobile networks, fixed wire networks, 3G networks licences and the emerging of WLAN technology make the integration of heterogeneous networks, and various telecommunication services have also deployed. Therefore, it is very important to study and to focuse on the development trend of international network management technologies and standards. This research is of three years. The main objective of the first year is to study the architecture and technologies of various network systems and to investigate the management requirements of telecommunication carriers. The main study issues including the fault management, performance management, configuration management, security management, and the accounting management. The main objective the second year is to study the functions required at the network management layer and service management layer according to the first experience, and to investigate the operation flow among carriers. The main purpose of the third year is to study the management architectures and management scenario of the B3G/All-IP network architecture. 研究期間：9105 ~ 9112
