為配合國際間的潮流，我國中央政府層級在追求永續發展的願景上之建構，已稍具完備，但真正要能具體完成此願景目標，及落實永續發展中兼顧環境、經濟、社會三大主軸及提高人民生活水準之精神，地方政府在永續發展工作的實踐上，扮演著極為重要的角色。由於地方階層是環境及資源管理第一線執行之工作者，其執行成效直接影響永續發展目標之落實，因此本團隊申請辦理此計畫的目的，即是希望以本團隊之經驗，來協助地方政府研討及推動實施地方永續發展計畫（即地方二十一世紀議程），使地方政府在推動地方自治的議題上，能在法令、技術及財務之限制及規範下，就所面臨的環境、社會及經濟等層面做更全面性的思考及規劃，以強化或改善地方政府推動永續發展的治理能力，完成我國目前在推動永續發展工作中最重要的一個部份。本專案計畫之工作項目包括：（一） 組成專家團隊協助本會審查各縣（市）所提之規劃建議書，遴選十個縣（市）予以補助辦理地方永續發展策略。（二） 研擬縣（市）“地方永續發展策略”計畫書之內容項目，作為縣（市）政府研擬“地方永續發展策略”計畫招標文件之依據；（三） 擬訂各縣（市）推動“地方永續發展策略”之標準作業程序，以為縣（市）辦理“地方永續發展策略”工作之依據；（四） 辦理地方永續發展計畫之宣導及人員訓練；（五） 參與及督導獲選之各縣（市）研擬“地方永續發展策略”工作會議。 而本專案計畫預期完成之成果，將包含：（一） 完成“地方永續發展策略”計畫書之內容項目及標準作業程序之研擬；（二） 督導╱指導獲選之各縣市“地方永續發展策略”之研訂工作；（三） 完成辦理“地方永續發展計畫”之教育宣導、教材撰寫及訓練工作三梯次；（四） 完成各縣市所提“地方永續發展策略規劃建議書”之審查及甄選。（五） 而此專案管理計畫協助辦理“推動地方永續發展計畫”之預期成效，是期望地方政府在制定地方永續發展策略時，在地方自治的精神下，就其所面臨的環境、社會及經濟等層面做全面性及深入的思考，並考量現有法令、技術及資源之規範及限制下，做出制度面之調整及因應的措施，具體落實永續發展的理念，以達到所提出的願景。 Sustainable Development (SD) concept is the main stream thinking for the 21st century The Earth Summit held in 1992, publish an important document, namely, AGENDA 21, as a declaration for the pursue of the sustainable development. Our Central government already adopted this concept and established hierarchy and institutions to pursue a sustainable Taiwan. However, in the local level (county), the spirit of implementing the AGENDA 21 issues to the local (or county) level has not been materialized yet. Based upon the expertise of this working group, the objective of this project is to assist the local government to complete a local agenda 21 strategic planning. The items needed to be completed include: (i) to assemble a team of experts to assist the CEPD in selecting the proposals submitted from the local government. During the fist phase, ten counties will be chosen to perform this local SD strategic planning; (ii) to assist the CEPD in finalizing the request for proposal (RFP) documents. The categories that needed to be worked out have to be well stated. Those documents will be used as the major reference and guideline for the counties to choose the team in implementing the task, (iii) to assist the CEPD to finalize the standard operation procedure (SOP) for the counties in implementing this task. The SOP should contain the detailed description of the procedures that will lead to the completion of each category. The time frame and also the check procedure are also needed, (iv) to conduct the educational program to lecture on basic spirit of the SD, and also the processes to complete this SD strategic plan (SOP related), and provide succeeded examples from international communities: (v) to assist and supervise the selected local counties in implementing the task, through regular advising and participation on their working meetings. The expected achievement will include the completion of the working items stated in the aforementioned paragraph. The main purpose of this local SD strategic planning is to broaden the scope of factors considered in municipal planning and decision making within the context of the legal, technical, and financial constraints upon municipal activities. And with the completion of the local SD strategic plan, it will be a major step for all of us toward the objective of establishing a Sustainable Taiwan. 研究期間：9211 ~ 9303
