在電信業務不斷開放,國際化與自由化程度日漸提升的同時,如何進行第一類電信業者間之網路管理系統互連技術,以確保在電信自由化後,網路通訊的品質與電信服務的提供能得到保障,也讓第一類電信業者間對於網路互連與服務互通的管理能有一套健全機制與標準。近年來電信網路之發展,除了行動網路、固定網路、及第三代行動網路(3G)等執照的開放外,無線區域網路(IEEE802.11系列)的興起,電信網路與資訊網路的網網相連已成為必然趨勢,而且也將帶動電信服務的多樣化與多選擇性。在此網路架構日益複雜的情況下,加強新一代網路管理技術之研究、密切注意國際網管標準發展趨勢、與及早規劃網路管理架構,實為相當重要之議題。本研究計畫將分從上述三個主要方向進行第一類電信業者間網路管理系統互連技術與相關規範研究,以三年的時間分階段完成計畫目標。在第一年度中,本計畫已對我國第一類電信業者所提供服務及其網路管理架構、網管互連可能之架構與做法、管理功能需求、及新一代網管技術之發展情形等進行研究。並先從需求面開始進行研究,以服務合約(Service Level Agreement, SLA)切入點,提出三種SLA基本互連架構。在計畫執行過程中亦曾向包括中華電信研究所、臺灣大哥大、遠傳電信、及臺灣固網等業者負責網管實務之專家進行諮詢,在第二年度的主要工作除將繼續拜訪固網業者進行技術諮詢外,也將邀集第一類電信業者成立SLA研究小組就本計畫在第一年度研究之需求與架構進行討論規劃,依區分出不同優先等級之網路服務品質參數,訂定量測與稽核方法,分別在本年度及下一年度完成,以做為未來網管互連之參考依據。而有關B3G全IP(All-IP)等新一代網路之網管技術之研究也將在下一年度執行。 In order to respond to the liberation and internationalization of the telecommunication market/services and to ensure that the quality of services provided in the network, it is an important issue to study the interconnection techniques and rules of network management systems among carriers. This research is planed to study the above issues during three years period. In addition to collecting the latest network management techniques and standards, we discussed with local carriers for practical experience. We also attended the international meeting to share the experience. Hope that the study results can be practically applied in our telecommunication environment.In this report, we found that the fault management is the most urgent issue in network interconnection. And the performance issue will become significant when the network is operated in a packet mode. It still exists some misgivings for the interconnection of network managements or sharing the related management information among carriers. However, the service level agreement (SLA) technique is regarded as the essential step toward the interconnection of network management systems. In the first year, we have proposed the possible interconnection architectures and functional requirements of network management systems. In this year and the following year, we will focuses on the performance parameter design and measurement according to the SLA architecture studied in the previous year.
