Abstract:	高品質的公路服務，除可減少延滯、增加行車舒適性，降低運輸成本，減緩能源消耗與環境污染外，更是一個國家進步的表徵。過去由於全島公路網規模與完整性遠低於經濟成長的需求，因此政府全力投入公路實體建設，無暇兼顧能夠發揮整體效益的軟性養護管理措施，以致多年來公路主管機關均沿襲著傳統的管理制度與方法，透過許多繁複的作業規定，以及數量龐大的表單、紀錄，來追蹤考核各單位的養護作業績效，不惟缺乏效率，也難以具體呈現實際的努力成果。由於各項重大公路建設陸續完工之後，台灣地區各級公路網已近完整，未來以增加供給來因應日益龐大交通需求的政策空間有限，公路行政重心將由新建轉為管理，利用先進之資訊科技，加強設施之維護及使用，俾充分發揮設施功能，提供便捷、安全與可靠的服務。因此研究整合公路養護管理績效監測技術，將有助於健全整體管理架構，快速提昇公路主管機關的效能。 The high-quality highway is served, except that prolong reducibly stagnatly , increase the comfortableness of driving a vehicle, reduce and transport the cost, slow down the energy and consume with environmental pollution outside , is sought by a country's progressive form even more. Go over because the whole island network of highways scale and integrality well below the demand that economy grow up, so government put highway entity construction into with all strength, too busy to attend to other things to can give play to whole soft maintenance control measures of benefit, so that the competent authority of the highway has followed traditional management system and method for many years, stipulate through a lot of heavy and complicated homework, and the form , record huge in quantity , to track that the maintenance work performance of every unit is examined , only lack efficiency , difficult by presenting the real diligent achievement concretly . Because after every great road construction was completed successively , the networks of highways at all levels of Taiwan have been already near and intact, because should be huge day by day by increasing supply in the future the policy space of the traffic demand is limited, highway administrative weight transfer to managing while being newly-built , utilize advanced information science and technology, strengthen maintenance of facility and use , in order to is it wave facility function to worthy of fully , offer convenient , safe and reliable service. So study and combine the highway and maintain and manage the monitoring technology of the performance , will contribute to perfecting the whole managerial structure, promote the efficiency of the competent authority of the highway fast. 研究期間：9402 ~ 9411
