    Abstract: 因應世界綠色運輸政策導向及環保意識的潮流,低污染的綠色運具 - 自行車 - 成為台灣發展綠色運輸系統中不可或缺的一環。近年來,騎乘自行車之民眾日益增加,自行車行駛路權亦漸受重視,然而目前道路自行車之運行環境不佳,使用自行車作為運具的安全性更值得關注。目前台灣地區自行車道系統仍有許多需要改善,如自行車道系統之周邊環境及基礎設施,方能保障自行車騎士之安全及提升自行車之使用率。 本研究以桃園縣既有之自行車道為研究範圍,藉由國內外自行車道系統相關文獻及設計規範作為本研究對休閒遊憩型及生活通勤型自行車道系統之評估準則,透過決策實驗法(Decision Making Trial and Evaluation Laboratory, DEMATEL)及網路程序分析法(Analytic Network Process, ANP)以建立既有自行車道之改善策略,並針對安全性、引導性、連續性、便利性、舒適性及趣味性等六項標的,提出改善評估準則項目,經由專家問卷以蒐集產業、政府機關與學術單位等專業意見,透過資料分析可得出各準則之權重關係,並運用折衷排序法(VlseKriterijumska Optimizacija I Kompromisno Resenje, VIKOR)找出目前既有自行車道系統距離使用者心目中理想解的差距,以滿足使用者的需求。因此,本研究希望藉由對現行自行車道系統評估產生較具影響力之改善因子,以逐步提昇自行車道系統的服務水準,營造良好之都市自行車道空間環境品質。 In response to the government policy of promoting the green transportation and the increasing environmental protection consciousness, the bike is a well-known green transport mode for its low impact to environment and therefore become one of the major part of the future green transportation system currently being developed in Taiwan. In recent years, the number of bike-riding has significantly increased, and the right of way for the bike-rider is gradually emphasized. In general, current road conditions do not provide sufficient safe and appropriate environment for the bike-rider, bicycle safety is therefore a critical issue to be concerned. In Taiwan, the bikeway system exists many problems to improve. It’s not only necessary to improve the bikeway environment but also the infrastructure of the bikeway system to provide safety to cyclists and to provide the utilization rate of bicycles. The research surveys the documents of the standards for the leisure and the commuting bikeway to apply to the existing bikeways of Taoyuan county as the scope of study. The Decision Making Trial and Evaluation Laboratory (DEMATEL) and Analytic Network Process (ANP) are utilized to build and connect appraisal criteria to estimate the improvement indices for the existing bikeways. Six items are chosen, including safety, guide, continuity, convenience, comfortable, and interesting issues. By collecting the viewpoints from government, academic units and the industry, the weights with interrelationship among criteria are generated, and The VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) is used to find out the difference of negative and positive ideal solutions between the existing bikeways and preferences of users, and we may make some suggestions. Thus, this research expects to find the influential factor of a bikeway system, and then improve the bikeway system progressively, and make a good environment and service quality to the bike-riders in an urban area.
