近年來國內之交通量大幅度的提升，經由車輛荷重長期累積，造成鋪面本身平整度的下降，除了車輛荷重長期累積之外，國內對於管溝工程及下水道工程之需求增加，且常因管線埋設、維修或遷移等原因而進行道路挖掘埋設，進而影響鋪面之平整度，為了解決此項問題，政府單位也大力的推行道路齊平專案及人手孔蓋降埋等計劃。 此外，露出道路表面之人手孔，其埋設間距過於密集，對於用路人行經時產生之震動感，明顯的對人體造成不舒適感。管線人手孔調整齊平或降埋作業後，產生人手孔周邊維護加固材料發生破壞，或因人手孔降埋致使路面發生破壞或毀損之現象，也對鋪面平整度造成影響。再經過電纜拉線之計算分析後，可考慮將目前法令所訂定之埋設長度限制拉長，以利減少人手孔蓋之數量。 經由本研究敏感度分析模式求解結果整理及比較後，可充分瞭解在孔蓋施作齊平之情況下，道路平坦度受孔蓋數量多寡之影響較小，而孔蓋本身施作是否合乎規範值則對道路平坦度造成較大之影響。 In recent years, domestic traffic significantly increases the through long-term accumulation of vehicle loading, resulting in a decline in pavement roughness itself.
