    Abstract: 台灣地區由於地理位置的因素,每年常遭颱風、豪雨所侵襲;而且由於地形的特殊關係,河川坡陡流急,常造成河川水位在短時間內急速暴漲溢淹河岸兩旁土地,期間所帶來之災害,常常造成民眾重大之損失。因此,當豪大雨災害侵襲時,救災緊急應變指揮體系如何能在最短的時間內下達正確的決策,是極為重要的課題。當災情傳出時,以災害發生所需應變的階段反應之第一時間最為緊迫。因此,如何在應變期間利用即時性的災害通報系統及災害資源管理系統,運用網路的便利與即時性將水情資訊即時傳輸至應變中心,以便進行相關地區的人員的疏散、救援資源調度與派遣工作。可說是救災工作之成功與否所在。本團隊於92年度已針對鹽水溪流域建置三處即時影像監控系統,並運用長距離無線網路技術,研發出移動式即時影像監控系統,經實際使用後,除了其可將固定地點之現地之狀況即時傳輸回監控中心外,也可於無線網路涵蓋範圍內運用移動式影像系統更機動的傳輸現地影像。93年度完成研擬全省易發生水災地點之即時影像系統建置規格、招標文件並協助規劃完成即時影像傳輸系統之建置,整合 貴署暨各附屬機關之影像資料,建置影像資料庫及入口網站,以供使用者能更輕易查詢全省之歷史影像。完成即時影像觀測及應用系統,並運用Web-GIS技術,將最完整的資訊呈現給需求者。提供 貴署即時之水情資訊,以作為決策者分析判斷之依據。94年度更完成協助水利署建置新設即時影像站、研擬水災災害行動偵測技術與系統規格、規劃評估志工系統或與便利商店監視系統結合之可行性、維護更新即時影像監視系統等重要工作,對於本計畫已累積相當豐富經驗與成果。針對本計畫工作項目,本團隊首先將延續去年度計畫,對於已建置及擬建置之影像監視系統及相關需求,持續協助 貴署建置新設即時影像站,並研擬運用現有之影像系統結合GIS系統建立易淹水地區淹水潛勢初步分析模式,利用沿海低窪易淹水地區已建置之影像站為示範案例評估淹水潛勢分析模式。並針對現有之即時影像站功能評估,以及評估運用現有之3G行動電話技術取代行動監測系統可行性分析。最後整合即時影像監視系統、颱風豪雨災害應變系統及水利設施災害防救系統等成為水災災害即時影像監視及應變決策資訊系統。 Manifesting typical island climate, Taiwan located in the subtropical zone near Western Pacific Ocean. Typhoons and storms invade Taiwan frequency and usually bring about serious casualty. Because precipitation during typhoon seasons is highly non-uniform in spatial, it is easily to realize, the water depth in the river will extend quickly and inundated there. The obscure affair for the government is to make an exact decision as soon as possible to do something with the rescuing motion in limitation time. The more instant information will give a helping hand for them before they act. So, the instant disaster image transmission system and disaster resources management system should provide to related authorities by some useful tools, such as the information recorded by meteorological or hydrological automatic gauges. The rescue authorities can analyze the instant data and immediately deal with the misadventure, for diminishing terrified loss, do the simulation in the computer in the first time. The associated instant information also can be taken advantage by occupants, just like supplying for inhabitant evacuation, calculating resources supplies and demands, emergency coming into operation, etc. In short, we have to provide against possible accidents by analyzing results for prevent the hazards. 研究期間:9504 ~ 9512
