本研究計畫之目的在於對現行公務人員借調與兼職制度及其運作進行檢討。在本計劃中，首先將對於現行制度進行體系性之整理。其次將舉辦焦點團體座談，以發掘問題。再次，將觀察德國、日本以及歐盟之相關制度，並進行比較研究。最後，提出對於現行制度之改善建議。 The purpose of this project lies in review of the system and operation for civil servants' personel transfer and concurrent-Post. In this plan , will carry on systematical arrangement to the regulations at first. Secondly will run the focus group and have an informal discussion, in order to explore the question. Again, will observe the relevant systems of Germany , Japan and European Union , will carry on comparative research.
