    摘要: 第二次波斯灣戰爭後引發現代戰爭型態變遷的新思維,強調完全數位化的C4ISR 技術,大幅度強化戰場即時情資與監控,嚴密控管戰爭遂行的每一項進度。而指管系統在防空作戰體系中,居於神經中樞的地位,其功能發揮須有優良偵蒐能力,靈活可靠的通信支援做基礎。從近代各場戰役如波灣戰爭、科索沃戰爭以及最近美國所發起的反恐戰爭「持久自由」行動,都顯示攻擊之初實施飽和的空中攻擊是必然的趨勢,也最能壓制敵人的氣勢;因此,先進國家對於防空作戰均相當重視。在此計畫中,我們以C4ISR 為基礎針對防空作戰的指管模式提出一套智慧型指管模式系統,在防空作戰的指管模式中,首先我們將問題分割成兩類,分別為迎戰之戰機數目固定與迎戰之戰機數目不固定兩種。在迎戰之戰機數目固定的情況下,我們利用現有的空戰態勢資料庫整合各項空戰狀況,並利用類神經網路來整合各項情資,最後提供一個適合的反制策略。在迎戰之戰機數目不固定的情況下,我們利用現有的空戰態勢資料庫以最佳化演算法的方式訓練一個類神經網路來當作反制策略的評估函式(fitness function),藉由反制策略之評估,對於資料庫以外的突發狀況,我們也能判斷出其反制策略的好壞與恰當性,並適時的提供出幾項可能的最佳反制策略供決策者選擇。我們提出的智慧型指管模式系統包含了上述兩種情況的決策系統,希望藉由此智慧型指管模式系統能確實的強化防空作戰的指管系統,有效且及時判定決策,並以最經濟有效之手段,達成攻擊任務,並防止誤擊。 A new thinking type of modern war has been changed after the second the Gulf War. The digital C4ISR technology greatly enhances the real-time information collecting and monitoring. In addition, it controls every progress of the situation in the battle field. The command and control system is the kernel of the anti-air warfare system and it should own the following properties: the flexible and reliable communication and the great abilities of the detection and searching. By the view of the Gulf War, Kosovo War and Operation Enduring Freedom recently, the air attack of fullness in the beginning of the war is an inevitable trend and can suppress the enemy's morale. Therefore, the advanced countries pay rather attention to the anti-air warfare. In this project, we propose an intelligent command and control system based on C4ISR to provide a solution to the anti-air warfare. In the command and control of the anti-air warfare, we separate the problem into two different situations: one is with the fixed number of the fighters to meet enemy head-on and another is with an unfixed number of the fighters. In the first case, we use the database of the situations in the air warfare to train a neural network which will integrate the information and provide a suitable tactics in the warfare. In the second case, we use an optimization algorithm to train a neural network by the database of the situations in the air warfare which is used to be a fitness function of the tactics in the warfare. By the assessment of the tactics, we can judge the quality of the tactics of the exceptional state in the database and choose several possible optimal tactics. The intelligent command and control system to be developed includes two parts of the situations. We expect that this system could certainly intensify the command and control system in the air warfare, make the tactics in real time, use the most economic and effective tactics to attack, prevent the hitting by mistake, and finally reach the task of the attacking. 研究期間:9601 ~ 9612
