    Abstract: 火災、爆炸是高科技廠房安全最嚴重的潛在威脅,故高科技廠房消防安全管理是目前不斷追求世代更新、提昇產業經濟的高科技公司值得關心與研究的議題;歷經金融風暴及產業景氣循環後,全球各主要面板科技廠為提昇競爭優勢,均迅速再投入更多的擴廠及新建廠計畫,也對台灣最重要的經濟產業注入更多機會。 但面對高科技廠房建廠特性有別於一般建築物,在整體結構設計與工程施工特性上、大量使用之製程易燃性、可燃性氣體與液體化學品,均可能因為管理疏失或不當操作,造成廠房發生重大火災事故,依過往科技廠房事故案例,其損失金額往往高達新台幣數千萬,甚至百億的損失,另導致周遭環境重大影響、產業營運中斷及客戶轉單等之間接損失,將直接影響產業競爭力;若是災害過程中發生人員傷亡時,更將對數個家庭造成永遠的傷害。 本研究將以TFT-LCD科技廠房為研究對象,藉由歷史事故案例回顧及現階段消防管理上的各項安全設計、本質危害預防、損害防阻及控制等管理技術文獻彙整,透過與專家訪談探討TFT-LCD科技廠房在規劃設計、發包施工、營運維護至拆除各階段,所應進行之消防安全管理,提出TFT-LCD科技廠房全生命週期消防安全管理架構及應有之實務管理對策,期能對整個TFT-LCD科技廠房在火災危害預防、控制與消防安全管理,獲得更完善之管理模式,作為日後國內從事TFT-LCD科技廠房營建工程及消防安全管理從業人員之參考,並讓執行高科技廠房之消防安全管理工作成效,得以更加展現於防災工作上。 Fire and exposure accident are two major potential threatens for hi-tech fabrication sites. Therefore, it is a worthy issue to study concern for a hi-tech company witch wants to improve its profit and has generation alternate pursuing. After the economics tsunami and the boom-and-bust of the industry all the major TFT-LCD manufactures have more and more new plant build or expansion plan rapidly in order to have their competitive advantage. And, of course, this made it possible to have more commercial opportunities for Taiwan’s most important industries, the TFT-LCD industry. The design and structure are totally different between a hi-tech fabrication site and a common plant or residence and a hi-tech fabrication site usually needs to use flammable process gases and chemicals, consequently, it has the higher possibility to have a serious fire accident due to management careless and improperly operations. Besides, once the fire disaster is happened it is usually billion losses and environment impact. The fire disaster may also impact the industry competitive power indirectly due to the interruption of the company operations and losses of orders from customers. Especially, it also has the permanent impact to many families if there are people injured or death in fire accident. By discuss with several experts and by reviewing essays of TFT-LCD factory and by focusing on variety safety design, dangerous preventive, damage preventive and safety control, etc. to propose a thoroughly plan for TFT-LCD, hi-tech factory on several aspects such as design and plan, contractor management, operation and maintenance, discharge of the factory. This study also provide a thoroughly management mode of hi-tech factory fire accident prevention.
