    Abstract: 執行績效是事業單位職業安全衛生風險管理可量測的結果,安全衛生績效量測也是管理系統查核作業重要的一環,國際職業安全衛生管理系統標準、指引及實務準則均要求事業單位應針對管理系統運作狀態及有效性實施績效量測。績效量測的功能必頇借助績效監測所提供的資訊,最常見的績效監測可分為主動式與被動式兩類,被動式監測的重點為職安衛系統不符合事項系統性的回應及意外事故調查。主動式監測則為事業單位及時性、週期性審查管理計畫落實的程度,屬主動和預防性管理機制。 為深入了解職安衛管理系統績效量測基本要求和功能,本論文以國內外職業安全衛生管理系統標準、指引及實務準則為研究對象,深入探討績效量測和監測定位、功能和目的、監測定義、指標範例、量測方法、記錄管理、審查和管理機制。尌功能而言,主動式績效量測與監測的目的在於確保風險評估與控制的有效性,主動式績效指標與事業單位安全文化也有密切的關聯性,本研究建議以安全文化成長模式的概念選擇主動式績效指標。被動式績效指標式管理系統失效衍生的後果,如人員傷亡或虛驚事件,因此事故調查必頇和被動式績效指標整合運用,以矯正管理系統的缺失。 除分析主動式和被動式績效指標特性外,本研究也探討績效指標回饋機制。被動式績效指標雖然顯示管理系統缺失,但矯正的對象以輸入和管理系統相關程序為正;主動式績效指標預防措施的改善大部分也以投入和管理程序為主;但被動式和主動式績效指標整合運用時,則必頇遵循變更管理的基本原則,以避免投入和管理程序的調整衍生不可接受的風險。 Performance measurement is an integral part of the plan-do-check-act cycle. Any organization committed to occupational health and safety management must design, implement, and maintain active and reactive monitoring systems. Active monitoring monitors the achievements of management programs, activities and the extent of compliance with management system requirements while reactive monitoring focuses on the occurrence of accidents, incidents and ill-health cases. Appropriate performance indicators of each monitoring system are designed to collect the data and convert them into information capable of assessing the status of the occupational health and safety management system and evaluating the effectiveness of risk control systems in preventing injuries and ill-health effects. To meet the requirements of OHSAS 18001 and Taiwan Occupational Safety and Health Management System on performance measurement, this study is aimed to design the implementation and control mechanism of performance indicators. Feedback from the monitoring data to improvement the effectiveness of the health and safety management system is also proposed.
