    Title: 「氣候變遷調適科技推動計畫」先期規劃計畫;Advance Plans for the Promote Climate Change Adaption Technology

    Abstract: 氣候變遷之衝擊可能涵蓋不同時空尺度與跨領域議題,為適時有效提供各部會因應氣候變遷所需科技與決策資訊,強化未來國內氣候變遷相關基礎研究之實用性,提升國內研究能量與整合學術資源,並推動氣候變遷國際合作。因此擬推動此先期規劃計畫,目標在界定氣候變遷衝擊之關鍵問題並提供解決問題所需之評估方法、技術與資訊,進而建構各部會因應氣候變遷衝擊所需科技與現有科學知識之橋梁。將在6 個月的工作時程,透過座談會方式,邀請相關部會與學術界之各領域專家,達成未來3 年「氣候變遷調適科技推動計畫」之運作架構與方式,初步規劃將先成立計畫辦公室以推動3 個主軸工作小組,包跨環境系統組,目標在發展整合氣候變遷研究,並連結、發展監測系統,據以掌握氣候變化及伴隨之生態環境、經濟發展、社會文化的變化趨勢與未來可能情境;脆弱度評估組,目標在界定議題與議題間介面,並發展脆弱度評估標準分析流程、評估模式與量化指標(如永續發展、脆弱度與恢復度),並訂定資訊規格;調式策略與風險管理組,目標在提出調適策略擬訂與評估之程序與原則,以及結合風險管理之預警與決策機制,並建構滾動式經濟社會願景修正與科學發展策略。預期成果為綜整國內、外之氣候變遷影響評估及因應策略相關研究與重要措施進展資料,分析相關研究重點,並考慮我國未來可能面臨境況,評估因應氣候變遷策略擬訂之資訊需求;擬訂「氣候變遷調適科技推動計畫」之目標與預期成果,提出重點課題及主要參與推動人員;考慮不同課題間銜接介面之資訊需求與規格、資訊平台銜接介面,規劃「氣候變遷調適科技推動計畫」之後續分組與跨組推動方式,以及整合運作機制;完成「氣候變遷調適科技推動計畫」規劃報告。 Climate changes impacts may involve multidisciplinary issues in various spatial and temporal scales with their cross interactions. In order to providing appropriate technologies and decision making information for government sectors, enhancing applicability of scientific research productions, strengthening national research capabilities, integrating academic resources, and promoting international cooperation, a planning project of climate change long-term impact assessment and adaption measurement program is proposed. The objectives of this program are to identify key issues and required technologies and information on facing climate change and to build the platform for connecting science supported technologies required by government sectors and demand oriented scientific research. In the next 6 months, the framework and strategies for the 3-year program of promote climate change adaption technology will be achieved by intensive working meetings involving specialists from related government sectors and researchers from academic centers. A project office will be set up to promote 3 principle groups and handle meetings. The goal of the first group, environmental system, is to enhance environmental monitoring technologies for better projections of future scenarios in different social, economic, and environmental sectors to support adaption measures planning and to reduce uncertainties on assessing vulnerability. The goal of the second group, vulnerability assessment, is to identify interfaces and information structures of climate change vulnerably issues and to develop protocol, models, and indices for vulnerability assessment. The goal of the third group, adaption measures and risk management, is to develop the procedures and principles of planning adaption measures, to propose social-economic tactics and science development strategies, and to integrate policy early warning and decision making measures with risk management. The expected outcome of this planning project will include information interfaces and formats standardized, key issues identified, potential primary personnel targeted, protocols of information and interactions among different groups or government sectors established, and a complete future 3-year program proposal. 研究期間:9902 ~ 9907
