工程保險標的物之含蓋種類眾多,單營造工程綜合保險(CAR)之標的就包含建築工程、道路工程、橋梁工程、隧道工程、管涵工程、水壩工程、高塔工程與其他工程等大類工程,每一大類工程又細分許多小類,種類眾多且風險特性不同,同時其風險曝露值與災害易損性會隨工程進度而變化的特性,使其天災風險評估的難度遠高於火災保險標的物。 本研究依據火險標的之地震風險評估方法與架構,考量工程保險標的之風險特性,提出一套工程保險地震風險評估模型架構與方法,並針對營造綜合險中之建築工程,提出風險曝露累積曲線與易損性曲線建立之方法。應用此模型將可協助保險公司瞭解其承保的工程險保單在不同時間點的可能地震損失與衝擊,有助於其安排適當的風險管理策略。 為使風險評估模型加完善,建議後續應持續收集其它種類工程的資料,建立更完整的風險累積曲線,另一方面,亦應持續針對不同種類工程的不同工程階段進行易損性分析,建立不同工程階段之地震易損性曲線。 Engineering Insurance covers subject matter of many types. The targets of Construction All Risk(CAR) Insurance include building construction、road、bridge、tunnel、pipe、dam、tower and other projects. Each construction can be divided into various subcategories with different risk characteristics. In the meantime, the dynamic nature of vulnerability and exposed values in a construction project made the risk assessment more difficult than in Fire Insurance. Based on earthquake risk assessment methodology and framework of the Fire Insurance target, this study has considered the risk characteristics of Engineering Insurance targets to create a framework of earthquake risk assessment model and method. For the building construction projects in CAR, it also proposed the established methods of the exposure cumulative curves and vulnerability curves. In this study, we also used a number of examples in building construction projects to demonstrate our analysis. Application of this model will help insurance companies understand the possible loss and impact created by earthquake on their Engineering Insurance policy coverage at different points; it also helps with the appropriate arrangement of risk management strategies.
