液化石油氣為現今使用最為普遍的氣體燃料,但在市井街道常見到瓦斯行或者是小貨車堆滿了鋼瓶,不但造成公共安全疑慮,更讓民眾觀感不佳抱怨連連,桃園縣合法列管的瓦斯行多達274家,但合格的液化石油氣儲存場所僅有13家,二者數量及分佈的差距,是否是造成鋼瓶流竄的主因。 透過土地使用分區、安全設備及文獻探討等三個面向,分析液化石油氣儲存場所功能不彰的原因,並藉由災例探討及利用AIRGIS分析功能,讓與液化石油氣分裝場併設而危險程度提高的儲存場所,強化相關場所安全管理與進行原因分析,期讓液化石油氣鋼瓶回歸儲存場所外,期望對於儲存場所疏散避難範圍提供第一線救災人員參考,更冀望對未來實施氣積計價,研擬「因地制宜」的過渡時期配套措施。 Liquefied Petroleum Gas (LPG) is one of the most common fuels used in the world today. Although there are 274 registered fuel gas shops in Taoyuan County, only 13 are legal to store LPG, and this might be the reason that causes cylinders spreading out all over the city. Plenty of cylinders stored in fuel gas shops or transported through trucks, not only creates safety concerns, but also leaves the public a negative impression. According to land use zoning, safety equipment, and reference analysis, we analyze reasons that make storage site malfunction waked. In addition, through case studies and AIRGIS analysis, we strengthen the safety management to high risk storage area which accompanying with packing activities. We expect these results can lead cylinders to be stored in specific sites only, and provide reference of scope of the evacuation for first-line relief workers. Furthermore, we expect to provide supporting acts according to circumstances for “charge in accordance with volume” in the future.
