近年來民眾意識提升,對於政府機關的作為一直是社會大眾所關注的焦點,而公共工程品質的提昇已經愈來愈被重視,政府為使公共工程的施工品質呈現一定的水準在民國八十五年即頒行「公共工程施工品質管理作業要點」,以三級品管、廠商三級自主品管、主辦機關二級監造品管、主管機關一級法令訂定及獎懲品質品管的架構,配合ISO 9000的品管精神與保證系統標準規範。 本論文藉由經濟部水利署北區水資源局推動工務行政督導執行情形為研討,主要目的為提升公共工程之工務行政品質並進一步瞭解執行單位在工務執行上常發生之疏忽所造成之行政瑕疵與預防重要事故發生,而藉由查核資料、分類、缺失結果後,分析其發生原因並研討改善與矯正方法,其最終目的除能提升工作人員在執行上之專業行政績效外,更能藉由此研究結果提供更多相關單位做為提升工務行政督導參考之依據,進而杜絕公共工程為人詬病的錯誤印象,提昇公共工程執行績效,並使其達到預期之成果。 Abstract The actions taken by the Gorvenment agencies are the focus of public concern in recent years.The improvement of the pubic works is more important. The government announced the policy in 1996 to ensure the quality of public works by the three-tier quality control architecture which is followed the ISO 9000 Statdards. The purpose of the thesis is to improve government administration quality and learn about the inadvertent mistakes and how to prevent.We can enhance the staff’s performance by taking various measures and use the result as the basis of the administrative supervision.In addition we can also correct the incorrect impression and improve the performance of the public works execution to meet our expectation.
