政府公共工程建設除了帶動國家整體的發展之外,也是提昇人民生活品質不可或缺的重要角色。而地方基層建設往往因為能貼近村里民眾生活之所需,且在種種的政見主張中最易宣傳,所以成為地方機關落實地方建設的重點施政目標。 目前政府行政組織中鄉鎮市公所為最基層之行政執行單位,辦理與民眾生活作息最密不可分的基層建設;但民眾也因施作之工程與生活環境接觸最為直接,最能切身感受政府施工品質,因此工程品質之良窳對政府機關的施政滿意度佔很大的印象分數,實為不可輕忽之課題。所以本論文研究之目的在於探討目前鄉鎮市公所工程執行的施工品質管理模式及實施過程中可能遭遇的問題,並提出可行的品質管理研究建議,以期對地方基層建設品質之提昇有所助益。 The Government public construction is not only promoting entire development of Country, but also an essential factor for promoting peoples’ quality of life. Local infrastructure is the key policy objective for local authorities to implement local construction. Because it could meet populace’s necessities of life closely, moreover, it can be publicized easily in various political views. District office in the township is the basic level of administrative enforcement authority among the Government organizations. It processes the local infrastructure which most closely linked with people’s lives. But because of the public facilities are directly contact with people’s living environment, peoples are deeply affected by the Government construction quality. Therefore, for the satisfaction of the Government organizations, the construction quality accounts for a significant impression on scores. It is indeed not being ignored. The purpose of this thesis is to investigate the quality management mode of public constructions that district offices in townships administered and to analyse the difficulties during the quality management system performed then proposes feasible suggestions for quality management research. Hope it is helpful to raise the quality of local infrastructure.
