李國鼎,1910年生於南京,2001年病逝於台北,享年92歲。 李國鼎畢業於南京中央大學物理系,曾赴英國劍橋大學研究低溫超導,來台後,開始參加台灣的經濟建設工作。1953年受邀擔任經安會工業委員會的專任委員,協助尹仲容推動台灣的工業發展,之後歷經美援會秘書長、經合會副主任委員、經濟部長、財政部長等財經要職,陸續推動多項重要財經政策,對台灣的產業經濟造成很大的影響。 1976年,李國鼎調任政務委員,兼任應用科技研究發展小組召集人,旋召開「全國科學技術會議」,研訂「科學技術發展方案」,促成台灣經濟由勞力密集產業轉型為高科技產業,並因此贏得「科技之父」的美名。 綜觀李國鼎的一生,自加入經建團隊以來,即以推動台灣的工業化為職志,在台灣的產業經濟發展史上,佔有重要的地位。本文將以李國鼎的職務為經,財經政策為緯,依序說明李國鼎對台灣產業經濟的影響。 K. T. Li was born on January 28, 1910 in Nanjing, and died on his age of 92, 2001 in Taipei. He was graduated at National Central University of Nanjing majoring in physics, and once left for Cambridge University to study superconductivity at liquid helium temperatures. Li came to Taiwan starting his reconstruction on Taiwan’s industry on 1948. He was drafted to a new organization, the Industrial Development Commission(IDC) under the Economic Stabilization Board(ESB)in 1953, worked together with K.Y. Yin to restructure existing industries and also promote new ones. Afterwards, Li had been the president of the Council for U.S. Aid(CUSA), vice chairman of the Council of International Economic Cooperation(CIECD), Finance Minister and Minister of State, carried out remarkable success and dedication. In 1976, an applied science and technology development committee had been set up under the cabinet of Li, and the first national science and technology congress was called early in1977. This overall development program supported the R&D activities and higher education in the strategic areas, moving Taiwan’s traditional industry toward high-tech business. Li thus has been honored The Father of Technology of Taiwan. Li’s great contribution and success on Taiwan’s economy development has brought him the indelibly name in the history. This article discusses his policies on financial development based on his career movement, which influence the Taiwan’s economy permanently.
